This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. . After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

 

This position is for outposting to Afghanistan Resident Mission (AFRM) and is open to internal and external applicants. If the successful candidate is an external candidate, he/she may initially be based in HQ prior to be outposted. If the successful candidate is an internal candidate, the outposting will be immediate.

Overview

The position is assigned in the Security and Emergency Services Unit (CSRS-SE) for outposting to Afghanistan Resident Mission (AFRM). CSRS-SE is within the Organizational Resilience and Security Division (CSRS), under the Corporate Services Department (CSD). AFRM is under the Central and West Asia Department (CWRD).

 

CSD manages the building, office space facilities, and delivers over 70 diverse corporate services essential for ADB's operation. It provides administrative support to ADB Management and staff and delivers quality products and services at an affordable cost. The office is headed by the Director General and supported by Division Directors who manage the respective business units.

 

CSRS-SE develops and maintains appropriate security and safety policies and programs for the protection of all ADB personnel, facilities, and assets, including ADB’s official guests and visitors at ADB field offices (FOs); establishes a system-based reaction in the event of emergencies and extends external emergency assistance to mission travelers, expatriate staff members and dependents; and advises ADB Management on security related issues through ADB’s areas of operations.

 

CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. AFRM works closely with government agencies, development partners and other stakeholders to facilitate the successful formulation, processing, administration, and monitoring of ADB-financed projects.

Job Purpose

 

The Security Specialist outposted to AFRM will coordinate on a full-time basis all security-related requirements for the ADB’s staff, facilities, and operations in Afghanistan. The incumbent will provide advice, guidance, support, and training to ensure security at AFRM is maintained at an appropriate level, as well as responding to emergency situations and extending assistance to mission travelers and staff members. The incumbent will coordinate with national and international security and emergency agencies for preparation and response to security situations and provide support and coordinate as needed with the CSD to address ADB’s overall institutional security requirements outside of Afghanistan.

 

The incumbent will report to the Director, CSRS on technical, policy-related, and operational matters and will have secondary reporting arrangement to Country Director, AFRM for day-to-day administrative matters. The incumbent will supervise National Staff and Administrative Staff.

 

Responsibilities

• Monitors and analyzes the political and security situation in Afghanistan and neighboring countries to identify and assess potential threats to AFRM and ADB Afghanistan operations.
• Develops, institutes, and manages appropriate safety and security policies, programs, and procedures at AFRM to provide full security oversight and support to staff and operations.
• Liaises with the United Nations Security Management System (UNSMS) personnel to ensure compliance and accountability in accordance with the terms of the Memorandum of Understanding regarding the coordination of security arrangements between the ADB and the UN.
• Oversees security arrangements for visiting missions at AFRM and in the field.
• Reviews and helps develop plans and other security arrangements related to ADB operations in Afghanistan in cooperation with the government and development partners.
• Provides timely and appropriate advice and responses to emergency security threat situations. Supervises and coordinates actions to provide continuing review and contingency planning to enable AFRM operations in the event of hazards, civil disorder, conflict and/or terrorism.
• Disseminates appropriate and timely security and safety related information to personnel.
• Oversees and provides security and emergency related training and conducts drills for ADB personnel.
• Manages deployment and operational procedures for the AFRM guards force including private/contracted guards and government supplied guards.
• Liaises with senior personnel and officials of security and emergency agencies of the host government, private security firms, UNSMS personnel, and other international/diplomatic organizations.
• Contributes to the program of continuous improvement of AFRM’s physical security, surveillance, and deterrence measures.
• Provides recommendations for the implementation of security plans for ADB funded project contractors and consulting firms. Prepares security risk assessments as required.
• Provides support and coordinates as needed with Director, CSRS and Principal Security and Emergency Services Unit to address ADB’s overall institutional security requirements outside of Afghanistan.
• In keeping with the Country Partnership Strategy (CPS) and in cooperation with AFRM Sector Heads, implements and maintains security as a safeguard in the ADB project cycle.
• Designs and maintains a library of all ADB funded projects in Afghanistan, to include all relevant project security information.
• Designs a standardized format for reporting project security information.
• Develops and maintains a tool for ADB funded project security geo-mapping.
• Provides leadership and support to reporting staff.
• Supervises the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
• Ensures the on-going learning and development of reporting staff.
• Performs other duties as may be assigned and reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

• Master's degree, or equivalent, in security management, international relations, political science, international law or related fields. University degree in security management, international relations, political science, international law and at least 5 years specialized experience relevant to the position can be considered.
• At least 8 years of relevant experience in managing security programs and liaison with military or police authorities in a government organization, international institution, corporation, or other relevant organization.
• Demonstrated experience and exposure to the international security arena dealing with safety and security issues.
• Solid understanding of international security structures and practices, with good understanding of the UN and other international organization security structures is required.
• Thorough understanding of physical, technical and information security best practices.
• Demonstrated high level understanding and implementation of security risk management principles.
• Good understanding of political systems/government administration.
• Excellent interpersonal skills to liaise effectively with staff, management, staff of other local and international organizations, and senior government officials.
• Demonstrated cultural sensitivity and ability to develop consensus within a multicultural organizational work environment particularly in high stress environments.
• Emotional maturity to understand the impact and sensitivity of security and safety issues.
• Excellent verbal and written communication skills in English.
• International experience working in several countries.
