Fixed term for two years (first year is probationary) with the possibility of further extension, subject to satisfactory performance.
US$ 75,602 net per annum, plus post adjustment (currently US$ 44,680). Salary is free of income tax in the United Kingdom.
Under the overall supervision of the Head of the Department for Member State Audit and Implementation Support and the immediate supervision of the Head, Instruments Implementation Support, the incumbent:
• provides support to the Sub-Committee on Implementation of IMO Instruments
• provides technical expertise particularly, for matters related to Port State control, survey and certifications, recognized organizations (ROs), marine casualty investigation, IMO Member State Audit Scheme (IMSAS), fishing ship safety and IUU fishing, and GISIS information system.

1. Provide technical expertise and support the work associated with the Organization’s role relating to the implementation of mandatory and non-mandatory international instruments, PSC activities, survey, and certification, recognized organizations (ROs), casualty investigation, IUU fishing and the IMO identification number schemes.
2. Carry out secretariat duties relating to meetings of the Assembly, the Council, the Committees, and their subsidiary bodies, prepare and review relevant meeting documents and reports.
3. Support the Sub-Committee on Implementation of IMO Instruments and provide support and technical expertise to technical groups, specifically, the groups of experts established by the Sub-Committee on Implementation of IMO Instruments (III) and act as Secretary of working and drafting groups.
4. Contribute to the cooperation with the UNECE, ILO and FAO on matters related to the UNLOCODES, MLC 2006 and IUU fishing.
5. Assist in the implementation of the IMO Member State Audit Scheme (IMSAS).
6. Monitor and contribute to the Secretariat’s work relating to the analysis of data and identification of trends and development of knowledge and risk-based recommendations according to a holistic and inter-divisional methodology, specifically on casualty and port State control (PSC) data.
7. In collaboration with the Information Technology Department provide support and technical expertise to the development and maintenance of the Global Integrated Shipping Information System (GISIS), computerized databases on maritime safety, security, and marine environment, to enable a knowledge and information-based Organization.
8. Provide support and technical expertise to other entities involved in technical cooperation activities including their implementation and delivery. Follow up technical co-operation activities relating to port State control and other areas, including the organization of IMO-sponsored seminars and workshops.
9. Carry out other related duties as required, including missions to represent the Organization.
10. Provide support and technical expertise and development to the work associated with the Department, MSD and MED, including management of information systems on international maritime safety and security and marine environment, such as IMO-Vega.
11. Assist in the coordination and supervision of the work of Officers and research assistants assigned to the implementation of instruments. Support and perform other duties, as required.

2. In-depth knowledge of relevant IMO instruments, keeping abreast of latest developments/amendments of relevant IMO instruments.

5. Good analytical skills, with ability to problem solve and work effectively under pressure.

Minimum seven years of continued professional experience in maritime affairs, including at least five years’ experience in any of the following: port State control activities, survey and certification of ships, administration of maritime technical affairs is required. Experience in project and data management would be an asset.
Advanced university degree (Master’s or equivalent) required in maritime engineering or naval architecture, or maritime transport engineering or nautical science is essential.
Proficiency in English (written and oral) is required. Knowledge of other official languages of the Organization will be an asset.
Proficiency in MS Office applications is essential. Ability to prepare concise briefs and data analysis is essential. Training and experience in auditing (under QMS, ISM, ISPS, IMSAS, ISO 9000) will be an asset.
