As part of UNICEF’s Public Partnerships Division, the UNICEF Seoul Liaison Office is responsible for strengthening partnerships and relationship management with the Government of the Republic of Korea (ROK). The office works closely with the Ministry of Foreign Affairs, Korea International Cooperation Agency (KOICA), the Ministry of Unification, and the Korean Parliamentarian Friends of UNICEF (KPFU), among other government bodies. The UNICEF Seoul office needs to establish and roll out a new and ambitious Communication and Advocacy Strategy in 2023.  

How can you make a difference? 

The purpose of the Public-Private Partnerships (PPP) Consultant is to help the Head of Office develop a public-private partnerships portfolio for the UNICEF Seoul office. UNICEF Seoul has had promising discussions with KOICA’s Corporate Engagement Team, which has expressed interest in working with Korean businesses that can provide corporate assets, technical expertise, and/or funding to help UNICEF and KOICA deliver development outcomes. Other key partners in this effort are the Ministries of Planning and thematic-focused ministries in programme countries, with whom both UNICEF and KOICA have relationships and aligned development goals, and the Korean Committee for UNICEF.

Develop a
Communication and Advocacy
Strategy
  • Support the Head of Office and Communication Associate to develop a new Communication and Advocacy strategy for the PPD Seoul office
  • Incorporate best practices from other UNICEF offices

Estimated 12 working days total (to be completed by 30 April 2023)

Deliverable 2: Develop and rollout a parliamentary engagement strategy

  • Support the Head of Office and Communication Associate to develop a strategy for engaging with Korean parliamentarians
  • Activities will include developing a mapping exercise of the most influential parliamentarians who can advance UNICEF’s child rights agenda and mobilize greater resources for UNICEF
  • Support the office in organizing meetings with parliamentarians and writing up meeting notes

Deliverable 3: Develop and rollout visibility and recognition guidelines

  • Support the Head of Office and Communication Associate to develop new Visibility and Recognition Guidelines that can help UNICEF country offices maximize visibility opportunities for Korean Government support
  • Organize region-specific webinars to rollout the new guidelines

Deliverable 4: Produce press monitoring reports

  • Produce press monitoring reports that track key Korean ODA developments and highlight government support to UNICEF

Deliverable 5: Develop a social media plan and content for social media channels, to promote work

 

  • Support the Communication Associate in developing a social media plan, as part of the Communication and Advocacy Plan
  • Support content creation, technical advice and feedback on communication materials related Korean Government support to UNICEF

Deliverable 6: UNICEF website portal

 

  • Support the Communication Associate in developing content for the UNICEF website, which promotes the Korean Government’s support to UNICEF

Deliverable 7: Production of newsletters

 

  • Support the Communication Associate in developing three newsletters: quarterly DPRK newsletter, quarterly UNICEF Seoul newsletter (for external Korean government audience), quarterly UNICEF Seoul newsletter (for internal UNICEF audience)

Deliverable 8: Analyze domestic and global policy trends

 

  • Analyze domestic and global policy trends that advance the UNICEF Seoul office’s understanding of how Korea fits within the global ODA landscape
  • Produce summaries of these analyses on a quarterly basis

Deliverable 9: Support organization of policy roundtables

 

  • Support the Head of Office and Communication Associate in organizing three policy roundtables with parliamentarians, academia and the government

Deliverable 10: Partnership video

 

  • Support the Communication Associate in producing a partnership video for UNICEF’s Annual Consultation with the Korean Government

To qualify as an advocate for every child you will have… 

  • Bachelor’s degree in any of the following: Marketing, Communications, Business Administration,
    Economics, Social Sciences, Public Administration, International Relations, or equivalent
  • A minimum of three years of relevant professional experience in 
  • Fluency in English and Korean are required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
