This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for a medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

Overview

The position is assigned in the Digital Technology for Development Division (CCDT) within the Climate Change and Sustainable Development Department (CCSD). CCSD provides leadership, innovation, and knowledge sharing for ADB’s sector and thematic work. CCDT provides strategic operational support, enhance knowledge, facilitate talent management for digital technology, and carry out specific digital technology-related tasks. CCDT will lead the efforts in further mainstreaming digital technology in ADB operations.

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with DMC clients. Expected candidates are seasoned experts with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions.

Job Purpose

 

The Digital Development Specialist will lead the identification, development, approval, and implementation of digital development projects, which can include technical assistants, sovereign and non-sovereign project, and policy-based loans in a variety of sectors and themes.

As digital technologies become more mainstreamed into ADB operations, it will be also important to enhance digital development capacity of DMCs more effectively. The Digital Development Specialist will work closely with cross-functional organizations to identify opportunities for digital transformation, develop strategies, and implement digital technology solutions in ADB operations.

The following digital technology categories are considered to be high priority for ADB’s operational capabilities and for ADB’s developing member countries to support effective development outcomes: Digital Connectivity, Digital Public Infrastructure, Digital Risks, Cybersecurity, eGovernment, Digital Economy, and Technology Development Ecosystems.

The Digital Development Specialist will contribute to the development of policies and strategies of country programs and monitor the development impact of the portfolio and ensure key issues are considered and proper risk management is applied. The Digital Development Specialist will report to Director, Digital Technology for Development and will supervise national and administrative staff.

 

Responsibilities

 

a. Project Development and Processing

  • Provides inputs for the preparation of a pipeline of digital development projects through DMCs outreach in coordination with country teams.
  • Undertakes the necessary country diagnostic studies and analysis in support of country programming exercises.
  • Leads the internal project approval process including interface with Country Teams, Sector Group, procurement, legal and other teams as well as management and the Board.
  • Supports operational departments for processing and implementation of digital projects.
  • Leads and undertakes the implementation of digital technology for development programs and projects, ensuring compliance with required guidelines, policies and procedures and reporting requirements; and
  • Supports DMC governments in implementing digital programs and capacity development efforts.

b. External Liaison and knowledge Sharing

  • Develops and manages strategic partnerships with global, regional, and local thought leaders.
  • Develops knowledge products and conducts various knowledge sharing activities and provides necessary capacity development support for ADB operational staff.
  • Participates in and contributes substantially to relevant learning events and other activities for advocacy, dissemination, and knowledge building.
  • Maintains and shares knowledge of emerging best practices across the range of key themes and sectors with an emphasis on emerging digital technologies.

c. Strategy, Policy and Project Evaluation

  • Develops ADB digital development strategies aligned with Strategy 2030 and leads implementation of the strategies,
  • Provides strategic inputs and comments on projects, policy and other papers related to digital development projects across a range of key themes and sectors.
  • Drafts, reviews and provides comments on project, policy and other papers related to digital technology for development issues in various themes and sectors; and
  • Participates in country teams for planning and programming purposes, particularly with respect to digital technology components in operations and sector priorities.

d. Staff Supervision

  • Provides leadership and support to reporting staff.
  • Supervises the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance; and
  • Ensures the on-going learning and development of reporting staff.

e. Others

• Provides inputs to reports, briefing materials, and presentations for internal and external audiences.

• Coordinates, supports and/or handles ad hoc assignments as assigned.

Qualifications

Relevant Experience & Requirements

 

  • Master's Degree or equivalent; or University degree relevant to digital/information technologies and at least 5 years specialized experience relevant to the position can be considered.
  • At least 8 years of relevant professional experience in the digital development sector, preferably in the international development sector. International experience working in several countries.
  • Knowledge of digital technologies covering digital public infrastructure such as national broadband networks, data centers, digital identity, spatial data infrastructure, data exchange and data platforms, and interoperability, cloud computing, and cybersecurity.
  • Experience in digital transformation and related business process re-engineering and change management.
  • Ability to work effectively in a cross-functional team environment.
  • Excellent verbal and written communication skills in English.
  • International experience working in development in developing countries, preferably in Asia.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
