Org. Setting and Reporting

This post is located in the Departments of Political and Peacebuilding Affairs and Peace Operations (DPPA-DPO), Eastern Africa Division (EAD), Sudan Integrated Operations Team (IOT) in New York. The incumbent will report to the Sudan IOT Team Leader. He/she will maintain contact with the Security Council and parties to the conflict in the implementation of Security Council mandates. DPPA-DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:
• Gathers, selects and analyses information contained on missions deployed in Sudan and South Sudan, with particular focus on Abyei, reviewing available information in situation reports, cables, correspondence, including the press. Maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect Sudan and South Sudan for which the staff member is responsible.
• Keeps abreast of latest trends and developments in Abyei and provides inputs on issues to senior officials and colleagues elsewhere in the Secretariat.
• Monitors national and regional level political developments and provides advice to UNISFA and UN agencies active on the ground.
• Provides substantive back up in the implementation of UNISFA's mandate.
• Maintains contacts with other sectors of the UN, other international organizations, including the African Union Commission and African Union High-level Implementation Panel (AUHIP), and governments on coordination and policy matters.
• Responds to requests for information (verbal and written) from a range of sources with respect to operational issues, collecting advice and input from units of the Department of Peace Operations (DPO) as well as various Secretariat offices and UN agencies.
• Participates in fact-finding and other missions to countries within assigned area of responsibility.
• Participates in provision of drafts response to comments, statements, and queries of parties, contributors, members of the Security Council, General Assembly and subsidiary
organizations with respect to some aspects of peace operations. Initiates contacts to clarify situations.
• Prepares meetings of the SG/DSG/USG with officials from countries under the Organization's purview.
• Performs other related duties as required.

Competencies

• PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master's degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience working in conflict prevention and conflict analysis is required.

Experience in budgets and project implementation is required.

Experience working in a field operation of the United Nations common system inclusive of peacekeeping, political missions and UN regional commissions, agencies, funds, and programmes) - or similar international organization, or nongovernmental organization in Africa is desirable.

Experience in providing support to peace operations in the areas of political affairs in or on East Africa and Horn of Africa is desirable.

Languages

English and French are the working languages of the UN Secretariat. Fluency in English (both oral and written) is required. Knowledge of Arabic is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
