If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

If the staff selected has a fixed term appointment, their previous appointment will cease, and they will be given a new fixed term appointment for an initial term of 3 years.


At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment.


Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.

 

OVERVIEW

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. ADB only hires nationals of its 68 members.

The position is assigned in the Office of the Treasurer within the Treasury Department (TD). TD performs a strategic role in efficiently planning, mobilizing, and managing ADB’s finances, with the view of protecting ADB’s solid financial standing to enable ADB to deliver on its developmental goals. TD defines ADB’s asset and liability management policies on liquidity income management, currency management, and loan pricing. It coordinates increases in ADB’s general capital and raises funds in capital markets. TD also manages ADB’s investment portfolio to ensure that ADB’s liquidity requirements are always met.

The Office of the Treasurer of the Treasury Department (TDOT) provides strategic and technical guidance in all areas of Treasury operations. Furthermore, TDOT is responsible for the overall management of the department’s human and budgetary resources.

JOB PURPOSE


The Treasurer provides strategic and technical leadership in all areas of treasury operations to safeguard ADB's AAA credit ratings and to ensure ADB's continued financial strength and steady growth in financial resources in support of the Bank's overall mission. The position also advises Management on key financial planning and capital adequacy issues to maintain financial prudence and sound banking practice. It oversees the formulation, update, and implementation of various financial and asset liability management (ALM) policies reflecting best practice, and the formulation and implementation of the Bank's annual borrowing program and strategy to ensure cost efficiency befitting ADB's strong AAA credit ratings and compliance with the Bank's ALM objectives. It provides strong leadership in promoting the development and integration of Asian capital markets through ADB's own local currency bond issuances and through proactive interaction with policy makers, regulators, and market participants and supervises the prudent management of the Bank's liquidity and delivery of high quality and efficient treasury services to internal and external clients. It consolidates and improves TD’s information technology and data management capacity to support emerging requirements and innovations by other departments that affect treasury operations. The position also oversees the Department's efforts to expand its client service and knowledge management functions; effectively manages the human and budgetary resources for the Department and ensures the technical competency, professionalism, and high ethical standards for all Treasury staff members; and manages a range of long-term issues of strategic importance and with long term implications for the direction and performance of ADB.

The incumbent will report to the Vice President (Finance and Risk Management) and will supervise international, national, and administrative staff.


RESPONSIBILITIES

Leadership and Strategic Management
• Leads and cascades the department's objectives, goals, development strategies and key performance indicators (KPIs) in support of ADB's overall mission, departmental goals and in compliance with ADB policies.
• Leads the planning, implementation and supervision of work plans and monitors output quality and the achievement of long-term goals and annual objectives for the department.
• Provides strong leadership in strategic, professional, and operational matters, contributing innovative and best practice approaches to capital market and treasury operations.

Financial Planning, Policies and Asset Liability Management
• Oversees the formulation, periodical review/update, and implementation of sound financial policy framework to safeguard ADB's financial strength and resources, ensure relevancy and reflect best practices.
• Provides overall leadership in sustaining and deepening sound ALM practices to operationalize ADB's financial and risk management framework and policies to safeguard and uphold ADB's strong AAA credit ratings and to steadily grow ADB's financial capacity.
• Advises senior management and the Board on important financial, risk management and capital adequacy matter to ensure financial prudence and sound banking practice
• Oversees the administration of financial resources for Asian Development Fund (ADF), other special funds and trust funds including the preparation for ADF replenishment exercise and mid-term reviews

Capital Market and Treasury Service Operations
• Oversees the formulation and implementation of annual borrowing program and strategy to achieve an overall funding efficiency level befitting ADB's strong international AAA credit ratings.
• Provides strong leadership in the development and promotion of Asian bond markets through the implementation of local currency borrowings, the exploration of opportunities in new local currency markets and proactive interactions with policy makers, regulators, and market participants.
• Oversees the prudent management of liquid assets of the Bank and its special funds and trust funds to achieve safety of principle, liquidity, and reasonable rate of return.
• Enhances TD’s quantitative and analytical capacity, sharpens and supports innovative and structured debt issuances and investments by ADB, including in the area of sustainable finance (e.g., green bonds, social bonds).
• Oversees the efficient and high-quality delivery of treasury services (payment, disbursement, settlement, cash and bank account management, treasury IT and analytics, etc.) to internal and external clients.

Financial Products and Client Services
• Oversees the development of financial products and services for ADB clients as well as the Department's client outreach program in promoting best practices in financial management, capital market operations and in knowledge exchanges with ADB's clients
• Provides overall leadership in implementing sound financial policies and financial management analysis, research and providing advice to ADB internal and external clients as required

Coordination with Internal and External Stakeholders
• Oversees the development and maintenance of productive relationship with external parties (investors, underwriters, rating agencies, government regulators and external auditor) to facilitate the achievement of the Department's objectives, goals, and strategies.
• Facilitates effective coordination and cooperation with other ADB departments and internal stakeholders and lead in the coordinated efforts to synthesize the Bank's operational, budgetary, and financial planning exercise with Strategy and Policy Department (SPD) and Budget, Personnel, and Management Systems Department (BPMSD).
• Works with the Office of Risk Management (ORM) in monitoring and managing ADB's capital adequacy and risk exposures.
• Represents the Treasury Department (TD) in bank-wide and inter-departmental initiatives and processes.

Operations Management and Staff Supervision
• Provides overall leadership and management supervision for all department activities. Oversees effective day-to-day operations and provides guidance on operational issues and ADB policies.
• Informs and provides recommendations to senior management of significant developments, emerging opportunities, and challenges in areas of responsibility.
• Undertakes the performance management of the department and ensures technical competency, professionalism, and high ethical standards for all Treasury staff members.
• Manages the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
• Provides coaching and mentoring to teams and individuals and ensures their on-going learning and development.
• Manages budget and resource allocation for the department, ensuring efficient allocation and utilization of resources, including staffing and training requirements.

Qualifications

RELEVANT EXPERIENCE AND REQUIREMNTS

• Master's Degree, or equivalent, in business administration, finance, or related fields. University degree and at least 10 years specialized experience in similar organization/s relevant to the position can be considered.
• At least 15 years of relevant international experience in finance, preferably in multilateral financial institutions or large multinational banking institutions, with sound knowledge of debt capital market, fixed income investment management, asset liability management, derivatives, treasury accounting and risk management as well as topical issues relevant for multilateral financial institutions.
• Proven management and leadership qualities in a multinational and multicultural environment.
• Excellent oral and written communication skills in English.
• International experience working in several countries.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
