GGGI (Global Green Growth Institute) is seeking to recruit a security advisory consultant to develop a global safety and security policy for the organization.  

 

PROJECT BACKGROUND

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization whose mission is to support and promote strong, inclusive and sustainable economic growth in developing countries and emerging economies. GGGI operates in over 40 countries to deliver on the Sustainable Development Goals and Nationally Determined Contributions to the Paris Agreement.

GGGI has a unique in-country presence and prominent role as an independent, trusted advisor and strategic development partner embedded in Member and partner governments. These advisors are directly engaged with national governments in setting the strategic direction for national program development guided by a Country Planning Framework with the Government. GGGI’s operating model maximizes the potential to translate green growth strategies and policies (especially economic policies) into green investment plans, mobilizing green finance commitments needed to bolster support for low-carbon and climate-resilient economic development and strong institutional capacity development.

In 2022, GGGI’s workforce contained over 400 staff, 178 (FTE) consultants and 65 (FTE) interns and secondees operating in over forty countries. In 2017, GGGI adopted a Risk Management Framework (RMF) which consolidated GGGI’s risk awareness and risk management culture across staff in the different countries. The RMF established a risk registry and mitigation measures and provided a monitoring framework for risk management. Risks are categorized under seven risk headings. These are Organizational Structure and Governance; Operational Program and Portfolio Management, Legal, Financial Management & Operations, Human Resources, IT, Data, and Asset Management; and Working Environment. The Director-General oversees implementation of the RMF and reports every six months to the GGGI Management and Program Sub-Committee (MPSC) and publicly to the governing Assembly and  Council in the Annual Report. This involves the Council’s review and provision of advice on the appropriateness of the risk assessment, effectiveness, and adequacy of risk mitigation and management.

In the last update of the institutional risk register, in December 2022, GGGI has identified an overall medium likelihood and high impact security risk due to recurring conflicts, social strife, or personal security issues where GGGI staff work. However, there are a small number of countries where the risk level has been rated as high likelihood and high impact. This risk poses threats foremost to the safety and security of personnel and loss or damage to assets. Managing security risks is a dual responsibility of the organization and the individual. As a mitigation measure to these risks, GGGI wishes to develop:

  1. a “Global Safety and Security Policy” (GSSP) for the organization to enhance GGGI´s and their staff´s prevention, preparedness and response to security and safety risks on GGGI staff and operations and

 

OBJECTIVES OF THE ASSIGNMENT

GGGI seeks to recruit a security advisory consultant to develop a global safety and security policy for the organization. The overall objective of the policy is to outline the overarching approach for ensuring the safety and security of GGGI personnel, providing the clear responsibilities of individuals and the organization to prevent, prepare for and respond to security and safety risks.

The policy should clearly outline the purpose, scope and application of the policy and provide key policy statements which contain the international security and safety standards that GGGI must adhere to. The policy must indicate how to assess the security and safety risks in each county where the organisation has operations and the principles of security and safety risk management.

The assignment requires a proactive approach, and the consultant will be required to engage with and interview senior management staff on expectations and key elements of the policy. Select interviews will also occur with 3-4 country-level staff per region to understand the current local security and safety risks and risk management measures to learn about the variety of risks GGGI is facing globally and to understand if already local solutions and measures have been implemented.

 

DELIVERABLES AND PAYMENT SCHEDULE

Scope of Work: 

  • The scope and activities related to the development of the policy and are under the responsibility of the Security Advisory Consultant will be:

 

Policy:

  • An analysis/Overview of the major overarching security and safety risks for GGGI will be given – for example, evacuations, kidnapping and ransoms, natural disasters, bribery.
  • The required processes and procedures for GGGI and staff to mitigate and manage these risks aligned to international standards.
  • The roles and responsibilities of GGGI management and personnel and identification of specific resources in support of policy implementation
  • A procedure outlining how to establish risk analysis processes, security management plans, risk management teams, and how GGGI teams should be trained on their establishment.
  • A crisis management procedure
  • A procedure to approve, implement and update the policy.

 

As annexes:

  • Templates to develop tailored security assessments and security management plans.Security risk ratings and management targets.
  • Sitrep template (Situation Reports)
  • A global emergency contact list and a security communication tree.
  • Security training log.
  • Guidelines for personal security.
  • A prioritisation matrix to understand which countries where GGGI has operations require tailored security management plans and an accompanying work plan to develop these plans.

 

Engagement

  • Interviews with key senior management staff and country level staff.
  • Support to the establishment of a security working group
  • Report to and work closely with the Assistant Director General/Head of OED and Head of IEU for feedback sessions.  

The consultancy payments will be disbursed according to the following deliverable schedule:

The contract will be supervised by Assistant Director General/Head of OED and further supervised by the  Head of IEU and work progress will be monitored primarily through frequent engagements via review meetings and feedback sessions.

 

EXPERTISE REQUIRED

Academic qualifications:

  • Advanced Degree (MSc or MA) in international development, military sciences, law enforcement or related fields is required.
  • Qualifications or specializations in relevant fields such as  risk, security and emergency  management,.

Experience:

  • At least eight (8) years of experience working in international or national security to include security planning and preparedness, coordination, risk  assessment and management, safety and security training and the development of policy and procedures.
  • Proven experience in working in the area of safety and security in a fragile/conflict environment ·
  • Demonstrated leadership experience, including contingency planning and crisis management. 
  • Demonstrated experience liaising with relevant international and national organizations such as the UN, law enforcement agencies, local communities etc.
  • Excellent verbal and written communication and presentation skills with the ability to effectively communicate with and influence stakeholders.
  • Outstanding written English language skills and spoken English is required, professional proficiency in a second language such as Spanish or French is a plus.
  • Excellent analytical and synthesis skills are required.
