National Project Officer

JOB DESCRIPTION

Applications are welcome from internal and external candidates. For all IOM vacancies, applications from qualified and eligible first-tier candidates are considered before those of qualified and eligible second-tier candidates in the selection process.
 
Contract Type: Fixed-term (1 year with possibility of extension)

RESPONSIBILITIES

  1. Responsible for the overall management and implementation of the project including planning and delivery of project activities as well as budget management. Ensure timely and effective implementation of the project as per the grant agreement and IOM internal policies and regulations. Lead the project team in the project planning and delivery, and coordinate with other units of the Mission for operational, financial and administrative aspects;
  2. Ensure the quality and appropriateness of all procedures and outputs of the project. Responsible for monitoring and evaluation of the project including regular tracking of progresses and budget expenditure. Identify risks and deviations, seek solutions and ways of improvement in project delivery and coordination. Plan and lead project evaluations as required by the grant agreement;
  3. Manage donor relations including regular and ad-hoc communication, reporting and consultation on project activities. Address inquiries, and project activities. Address inquiries, and lead in grant proposal development and application processes in close coordination with the ROAP;
  4. Oversee and manage the capacity-building portfolio, and lead the team to develop it further to achieve the project objective. Provide technical inputs to project activities including inter alia identification of key topics and agenda of interest, facilitation of trainings, workshops and other stakeholder meetings, and coordination with internal and external speakers and participants; 
  5. Develop and maintain strong liaison with relevant governmental, nongovernmental, international and other stakeholders, and ensure seamless exchange of information;
  6. Participate in meetings, conference and other events of relevance when required;
  7. Undertake duty travels related to the project as required and authorized by the CoM;
  8. Perform other duties as may be necessary.

QUALIFICATIONS

Education
  • Master’s degree in International Affairs, Humanitarian Assistance, Development Studies, Business Administration, or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
 
Position specific experience, for example:
  • Proven experience in project management, grant making, reporting donor/stakeholder relations or partnership management in an interagency/multilateral setting, particularly in designing and/or implementing national-level capacity-building, humanitarian assistance and/or disaster response projects;
  • Experience in team management and cross-division communication and coordination;
  • Experience in working at international, non-governmental and/or governmental organizations is desirable;
  • Experience in working with NGOs and government ministries of ROK related to humanitarian assistance/disaster response is a plus;
  • Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures is a strong advantage.
Skills
  • In depth knowledge of humanitarian assistance including key global agenda, frameworks and key actors as well as the knowledge of relevant sectors/communities in ROK; and,
  • Knowledge of UN and bilateral donor programming;
  • Strong knowledge of reporting requirements (narrative and financial) of USAID and IOM is a key asset;
  • Excellent writing, communication and interpersonal skills;
  • Excellent leadership, management skills and diplomatic sensitivity;
  • Proficiency in Microsoft office programs such as Excel, PowerPoint, Word and Outlook, and knowledge of other online communication and conferencing tools and software;
  • Knowledge of IOM project/program activities in the humanitarian sphere is an advantage.
Languages
  • Required: Professional proficiency in English and Korean is a must.
  • Desirable: Knowledge of other IOM official languages is a plus.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Other
Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.

  1. Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.
  2. This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.
  3. National Professional Officers should be nationals of the country of their employment. NPOs perform work at the professional level and the same standards of recruitment qualifications and performance, required for International Professional staff.
  4. Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable. Vaccination against COVID-19 will be required for IOM personnel who are hired or otherwise engaged by IOM. As part of the mandatory medical entry on duty clearance, candidates will be requested to provide evidence of full vaccination.
