[PURPOSE OF THE POSITION]
The Humanitarian Affairs Adviser (HAA) works under the direct supervision of the Executive Director (ED) and he/she is part of the management team. The HAA ensures the development and implementation of an effective advocacy and institutional relationships strategy to support MSF’s social mission and contributes to the anchorage of MSF in South Korea. He/she will have representative authority concerning humanitarian affairs-related topics in MSF Korea as delegated by the Executive Director. The HAA plays a key role in increasing MSF Korea’s leverage in the debates on selected humanitarian issues of relevance for MSF.
The HAA will work on transversal dossiers discussed with ED having an institutional interest in the organization and closely synergize with the Communications Department in MSF Korea. He/she actively liaises with the MSF Access to Products for Healthcare (APH) and engages with the Humanitarian Representation Team (HRT) to contribute to the social mission and strategically connect MSF Korea with the MSF Movement.
[MAIN DUTIES AND RESPONSIBILITIES]
1. Humanitarian Advocacy and Networking
· Define, develop, and implement an effective advocacy and institutional relationship strategy through the annual Plan of Action.
· Extend the MSF networks of stakeholders (institutions and individuals), academics, local NGOs, and international organizations in line with MSF humanitarian and medical activities.
· Establish relevant contacts with Korean stakeholders (authorities, institutions, and individuals) and update them about MSF activities, policies, and humanitarian positions.
· Collect and analyze all relevant information and/or evolution of the social, economic, and political environment (national and regional) that may have an impact on MSF operations.
· Inform other departments about opportunities for partnerships that could contribute to the achievement of their objectives.
2. Representation for Humanitarian Affairs
· Identify topics related to humanitarian affairs and participate in relevant international and regional meetings/conferences and MSF events/working groups.
· Represent MSF Korea, oversee MSF’s dialogues with, and defend MSF’s positions towards the Government of Korea, Korean stakeholders, and other relevant Korean institutions on the basis of operational realities, through relevant meetings and interactions with stakeholders in South Korea.
· Design representation tactics to ensure the best outcomes including defining the most appropriate MSF agendas in relation to the Korean context.
· Prepare, organize, and facilitate meetings between other MSF representatives and humanitarian stakeholders based in South Korea.
· Accompany the ED for major national or international level meetings upon request.
· Produce external presentation materials for speech/presentation opportunities aimed at the appropriate audience.
Connecting MSF Korea with the MSF Movement
· Liaise with MSF HRT and regional advocacy representatives for topics relevant to Korea.
· Advise the ED and Dir Com on communications relevant to humanitarian affairs.
· Oversee all matters related to the MSF Access Campaign in South Korea by liaising with the Access Campaign colleagues.
· Support other departments for occasions that require high-level engagements.
· Facilitate visits/meetings of representatives from MSF entities to/in Korea.
3. Others
· Report on a quarterly base on the achievements of the Plan of Action and produce news and updates from South Korea relevant to counterparts in the MSF movement.
· Develop thematic reports as requested by the ED and other MSF entities.
· Undertake ad hoc tasks as required by the ED.
[QUALIFICATIONS AND JOB REQUIREMENTS]
1. Education and Experience:
· Master’s Degree in a related field (e.g. Political Science, Social Science, Law, MPH) or equivalent field of experience.
· At least 7 years of progressive experience in reporting and/or representation role (advocacy) preferably in an INGO, or equivalent combination of education and experience.
· Experience and knowledge of the international humanitarian mechanism is a plus.
2. Values and Competencies:
