This is a special fixed-term appointment for a period of three (2) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
Overview

The position is assigned in the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Department (CCSD). The CCSD provides leadership, innovation, and knowledge sharing for ADB’s sector and thematic work. The CCRE coordinates and provides strategic guidance on ADB's work on climate change and disaster resilience and administers climate change and disaster risk management funds.

Job Purpose
The Climate Change Specialist (Fund Manager) will lead the identification, development, sourcing, and deployment of Community Resilience Partnership Program (CRPP) financial resources to support the design and implementation of climate adaptation investments at the community level, especially investments that address the nexus between climate, poverty, and gender.2
He/she will perform high level of interaction with the members of the CRPP Partnership Group, ADB management and staff, internal working groups, development partners involved in the space of community-led and DMC officials, to identify projects that are eligible for CRPP support, he/she will review and process fund applications, and manage the Fund’s overall portfolio efficiently. The incumbent will report to Director, CCRE and supervise national and international consultants supporting CRPP operations.
Responsibilities
a. Fund Management
- In line with CRPP establishment paper and CRPP Trust Fund implementation guidelines, identify opportunities for CRPP’ strategic engagement in topics related to climate adaptation at local level, in consultation with ADB operational departments, DMC governments, and members of the CRPP Partnership Group.
- Ensure active engagement with external partners including potential financing partners, partnerships with global and regional organization (e.g., Global Center on Adaptation, National Adaptation Plan Global Network, Green Climate Fund, Adaptation Fund, United Nations Capital Development Fund, Climate Justice Resilience Fund), and other financial institutions, and knowledge providers; and internally within ADB sector and thematic group (social development, gender, governance, agriculture and rural development, and urban development).
- Actively explore opportunities for the deployment of CRPP Trust Fund resources for projects with operations departments, including through the CRPP Trust Fund Working Group, as well as with third parties, and where needed support operations departments with applications.
- Review CRPP Trust Fund proposals and recommend to Direct, CCRE activities to be financed through the CRPP Trust Fund.
- Make policy and procedural recommendations to the Director, CCRE regarding the CRPP Trust Fund operations and implementation.
- Lead efforts to mobilize resources for the CRPP Trust Fund.
- Oversee the day-to-day operations of the CRPP Trust Fund, including leading the preparation of the Annual Work Plan, Annual Progress Report, organization of CRPP Financing Partners Meetings, and organization of CRPP Annual Partnership Forums.
- Monitor and report progress of activities supported by the CRPP Trust Fund, in consultation with relevant ADB units or offices.
- Manage the CRPP Trust Fund’s investment portfolio during the operational life of projects in receipt of financing from the CRPP Trust Fund.
b. Operational Advice and Support
- Provide guidance to staff from sectors and themes on identification, development and implementation of technical assistance and grant projects that promote climate adaptation solutions at the local level, especially solutions that address nexus between climate, poverty, and gender.
c. Knowledge Sharing and External Relations
- Support senior management and represent CRPP in conferences/workshops; and
- Participate in and contribute to relevant internal and external conferences and other activities for advocacy, dissemination, and knowledge building.
d. Staff/Consultant Supervision
- Provide leadership and support to reporting staff/consultants; and
- Supervise the performance of reporting staff/consultants, providing clear direction and regular monitoring and feedback on performance and encouraging on-going learning and development.
Qualifications
Relevant Experience & Requirements
- Master’s degree or equivalent in climate change, environmental management, development economics, gender studies or relevant fields; or University degree in related fields and at least 5 years specialized experience relevant to the position can be considered.
- At least 8 years of work experience in developing countries in the Asia-Pacific region, with special focus on climate change.
- Advanced project management skills and experience in managing climate change projects.
- Detailed understanding and practical experience of barriers and opportunities for scaling up climate adaptation solutions at local level, preferably in the Asia-Pacific context.
- Good understanding of climate finance landscape and familiarity of working with global climate funds.
- Superior communication and negotiation skills including excellent written and oral communication skills in English. Strong analytical and strategic thinking skills.

The selected candidate, if new to ADB, is appointed for an initial term of 2 years.
