This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

The position is assigned to the Gender Equality Thematic Group (SDTC-GEN) within the Sustainable Development and Climate Change Department (SDCC). SDCC provides leadership, innovation, and knowledge sharing for ADB’s sector and thematic work. SDTC-GEN provides technical leadership for gender equality operations and strategic operational support for gender mainstreaming across all sector and thematic areas in line with ADB’s Strategy 2030 Operational Plan for Priority 2: Accelerating Progress in Gender Equality 2019-2024.

Job Purpose

The Gender Specialist (Climate Change) will provide support to the implementation, monitoring and reporting of the ADB Policy on Gender and Development (GAD) and Strategy 2030 Operational Plan for Priority 2 (OP2): Accelerating Gender Equality, with a focus on climate change and disaster risk management (CCDRM). The position will support operational departments (ODs) to strengthen ADB’s responses to the nexus of gender and climate change, including ensuring the quality of gender mainstreaming across operations related to CCDRM, as well as innovative knowledge work on gender equality and CCDRM. The incumbent will report to the Chief of the Gender Equality Thematic Group and may supervise National Staff and Administrative Staff.

Responsibilities

  1. Policies, Strategies, and Frameworks
  • Contribute to SDTC-GEN’s workplan to ensure gender mainstreaming in CCDRM-related policies, strategies, and operational plans of ADB.
  • Conduct research to support policy and strategy work on climate change and gender mainstreaming across sectors.
  • Provide comprehensive support to ADB’s upstream engagement and diagnostic work, supporting integration of gender mainstreaming and climate change in country planning processes and development of project pipeline and knowledge plan.
  • Contribute to preparing briefing notes, speeches, and presentations for ADB senior staff and Management on gender and climate.
  • Supports SDTC-GEN’s collaborative work with CCDRM Division on gender aspects of ADB’s work on Climate Investment Fund and Green Climate Fund.
  1. Support to ADB Operations
  • Provide technical advice and support to ODs, both sovereign and non-sovereign, for integrating gender and climate change concerns in country partnership strategies, programming and projects, in country partnership strategies (CPS) and programming, and the preparation of selective country gender assessments as part of the CPS process.
  • Provide technical advice to ODs on gender and climate change including through peer review, monitoring of project gender action plans (GAPs), tracking results, and carrying out review missions as required.
  • Participate as a ‘One-ADB’ team member to support ODs and provide guidance on project design, implementation and completion.
  • Lead or support the development and implementation of regional technical assistance projects (TAs) on gender and CCDRM issues, and work with ODs to design and implement pilot initiatives.
  • Support recruitment, contracting and managing of TA consultants on gender and climate initiatives, and support delegation of tasks and responsibilities to consultants and SDTC-GEN support staff.
  1. Knowledge and Partnerships
  • Prepare knowledge products on gender and CCDRM, such as studies on current and emerging issues, operational tools and good practice case studies.
  • Contribute to building institutional partnerships on gender and CCDRM and maintain knowledge networks with other agencies and organizations, including bilateral and multilateral development agencies, DMC governments, and women's NGOs.
  • Liaise and collaborate with relevant external partners on gender and climate change related initiatives, knowledge and facilitation of key meetings, workshops, seminars, and delivery of joint work activities, including through various working groups.
  • Support dissemination of ADB gender and climate change knowledge by organizing events, use of different media formats, and representing ADB in external events.
  • Support staff training and briefing sessions on areas relevant to gender and CCDRM
  • Support fundraising initiatives and knowledge partnerships for deepening and growing ADB’s gender and climate work.

Qualifications

Relevant Experience & Requirements

  • Bachelor’s degree in International Development, Climate Change, Environmental Science or a related field (e.g., human geography, social sciences), with some focus on gender, preferably at the post-graduate level or with advanced training.
  • At least 4-6 years of relevant professional experience specifically working on the nexus of gender and climate change, environment and/or DRM projects and programs.
  • Familiarity with and/or understanding of ADB’s approach to gender mainstreaming and/or climate change is preferable.
  • Experience working in developing countries, particularly in Asia the Pacific is preferable.
  • Familiarity with global climate funds would be an asset.
  • Strong research capacity and experience, with well-developed analytical aptitude and ability to synthesize and summarize voluminous information and data.
  • Ability to engage effectively, and to develop and deepen partnerships with external stakeholders, including government officials, multilateral, and bilateral donors, CSOs.
  • Experience in gender and climate change capacity development and/or design or delivery of training.
  • Excellent oral and written communication skills in English, including tailoring for different formats and audiences.
  • Able to work collaboratively in teams as well as independently, and able to effectively liaise with colleagues and consultants in the day-to-day delivery of tasks
  • Communications experience, including with online platforms and social media, is an asset.
