The position is assigned in the Climate Team of the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). The CCSD provides leadership in thematic operations, knowledge innovation, and partnerships to position the ADB as the region’s climate bank. CCRE leads the Bank’s work in responding to the growing need for innovative policies, institutions, and investments to lead the region to a low-carbon, climate and disaster resilient future; and supports ADB’s operations to develop and implement climate and disaster resilience projects, integrate disaster risk and climate change considerations into their broader portfolio of projects, and access climate financing.

Job Purpose

 

The Climate Change Specialist will support departments across ADB in the monitoring and implementation of climate actions under ADB’s Climate Change Action Plan, 2023–2030 (CCAP) and related activities including the coordination of the Climate Change and Disaster Resilience (CCDRM) community of practice and activities around the Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC). The position will develop, coordinate, and monitor programs, tools, and investments to support economically efficient climate-resilient and low-carbon development in ADB’s developing member countries (DMCs).

 

The position will also support internal analytical and strategic initiatives in the context of the CCAP and in support of the CCDRM community of practice and other bank-wide climate initiatives to further embed climate action across operations to achieve ADB’s climate ambition and to further strengthen ADB’s position as the regional climate bank. The position will promote multilateral and regional cooperation, particularly through partnerships and networks on climate change including activities around ADB’s engagement in the Annual UNFCCC COP. The incumbent will report to Director, Climate Change, CCRE and will supervise administrative staff and national staff.

 

Responsibilities

 

Monitoring of the CCAP implementation

  • Oversees and monitors the roll-out and implementation of the CCAP and specific actions.
  • Coordinates and prepares updates of the CCAP list of actions.
  • Coordinates with departments responsible for specific actions outlined in the CCAP.
  • Prepares quarterly update reports on CCAP implementation to the Climate Change Action Coordination Committee.
  • Prepares annual progress reports to the President and the Board.
  • Facilitates the implementation of actions by providing guidance and support to responsible departments.
  • Oversees CCAP related communication and coordination.
  • Organizes outreach activities and knowledge sharing events as climate actions are implemented.

 

Coordinating and supporting the CCDRM community of practice

  • Coordinates and supports the CCDRM community of practice and provides support to working groups to be established for key CCAP deliverables.
  • Enables cross-sectoral and cross-regional knowledge exchange on climate action.
  • Organizes knowledge sharing events to support the implementation of ADB’s climate agenda and to integrate climate adaptation and mitigation considerations into the development agenda across ADB’s engagement and project cycle.
  • Supports members of the CCDRM community of practice to develop work plans for their deliverables and monitors implementation.
  • Conducts and organizes analysis activities to identify opportunities for promoting economically efficient climate-resilient and low-carbon development options and priorities at country or sector level.

 

Supporting strategic climate initiatives, knowledge generation and sharing

  • Explores and strengthens partnerships with key development partners involved in the climate change context.
  • Provides strategic and technical leadership to relevant internal work streams of CCSD under the CCAP.
  • Contributes to the strengthening of global and regional partnerships and inter-agency relations including public-private-civil society partnerships to support ADB’s climate change agenda.
  • Develops and maintains suitable internal and external networks to keep abreast of the latest climate change development issues with special attention to regional issues.
  • Represents ADB at key international meetings, including COP, and prepares and delivers presentations that highlight ADB's work in climate change.
  • Participates in ADB-wide working groups, cross-department taskforces, seminars, trainings, and capacity building events on climate change.
  • Contributes to the development and dissemination of good practice on climate change to strengthen understanding, including in DMCs, of issues and solutions pertaining to climate change low-carbon and climate-resilient development and the opportunities for solutions afforded through investments.

 

Providing operational advice and support

  • Leads or supports the design, processing and/or implementation of technical assistance to support or develop investments, knowledge services and capacity building related to climate change.
  • Extends assistance to ADB operations on climate change issues, ensuring Paris Alignment of operations, and maximizing the climate outcome potential and associated climate finance for investments.
  • Supports ADB staff with incorporating advanced climate technologies and carbon finance in ADB operations.

 

Supervising staff

  • Provides leadership, supervision, and support to reporting staff.
  • Supports the recruitment and capacity building of climate change staff across ADB.
  • Ensures the ongoing learning and development of reporting staff

 

Qualifications

Relevant Experience & Requirements

 

  • Master's Degree, or equivalent, in climate change, environmental sciences, economics, engineering or other related fields or University degree in climate change, environmental sciences, economics, engineering or other related fields and at least 5 years specialized experience relevant to the position can be considered
  • At least 8 years of work experience, including international level, in the development design, and management of climate projects, technology, policy, finance, and development work.
  • International experience working in several countries.
  • Understanding of climate change analysis and policy, including international climate change negotiation history, set-up of global frameworks, and country policy positions as well as national climate policy implementation arrangements.
  • In-depth experience in working with multiple stakeholders, preferably in Asia and the Pacific.
  • Strong multidisciplinary competence combined with substantial and demonstrated expertise of applying climate change adaptation or low-carbon considerations within development work.
  • Familiarity with operations, policies, and procedures of multilateral financial institutions is preferred.
  • Ability to utilize and share relevant knowledge to benefit the broader ADB community and support knowledge transfer.
  • Strong analytical and strategic thinking skills.
  • Excellent presentation and interpersonal skills to articulate and represent ADB’s activities and directions in conferences and workshops, dynamically participate in networks, and interact effectively with ADB management, staff, and counterparts in other institutions.
  • Excellent team player and experience in leading diverse teams.
  • Excellent written and verbal communication skills in English.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
