Organizational Setting and Reporting Relationship

The position of Climate Change Specialist is assigned to the Climate Change team of the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.

While the position of Climate Change Specialist resides with the CCRE within the CCSD, you will be strategically assigned to the Central and West Asia Department (CWRD) based at our Headquarters in Manila, Philippines.

You will report to Director, Climate Change with a matrix reporting to the Regional Operations Coordination Head of the Central and West Asia Department and may supervise National Staff and Administrative Staff.

Your Role

As a Climate Change Specialist you will support regional departments, resident missions, and sector operations to develop, coordinate, and monitor programs, tools, and investments to support economically efficient climate-resilient low-carbon development in developing member countries (DMCs). The position will work closely with the Senior Climate Change Specialist assigned to CWRD and the national positions appointed to resident missions to support upstream engagement at country level, to conduct climate related analysis and link nationally determined contributions, long-term strategies and national adaptation plans to ADB country partnership strategy and pipeline development. The position will support sector teams to originate, conceptualize and process investments designed to maximize climate outcomes and the associated climate finance as guided by ADB’s climate change action plan; support internal analytical and strategic initiatives contributing to ADB’s Climate Change Action Plan and to further embed climate in all ADB operations; and support the implementation of technical assistance projects to support or develop climate investments and provide climate related knowledge services and capacity building. The incumbent will promote multilateral and regional cooperation, particularly through cross regional cooperation initiatives, partnerships, and networks on climate change.

You will:

a. Country Partnership Strategy and Country Programming

  • Support the regional departments, resident missions, and sectors to integrate climate adaptation and mitigation considerations into development of the country partnership strategy and annual country programming missions.
  • Conduct analysis to identify opportunities for promoting economically efficient climate-resilient and low-emission development options and priorities at country or sector level.
  • Provide support for strengthening climate change policies and plans including Paris Alignment, Nationally Determined Contributions, Long-Term Strategies, carbon pricing / markets and National Adaptation Plans and climate change policy-based loans.
  • Explore and strengthen partnerships with key development partners involved in the climate change space in the country.
  • Support the roll out of ADB’s Climate Change Action Plan in relation to both low carbon and climate resilient development.

b. Operational Advice and Support

  • Support climate operations by sectors, including lending, non-lending, public-private partnership and non-sovereign operations.
  • Support the design, processing and/or implementation of technical assistance to support or develop investments, knowledge services and capacity building related to climate change.
  • Assist sector specialists on climate change issues, ensuring Paris Alignment of operations, and maximizing the climate outcome potential and associated climate finance for investments, in incorporating advanced climate technologies and carbon finance in ADB operations in DMCs, and to access special climate change funds including Green Climate Fund, Global Environment Facility, Climate Investment Fund and other grant or loan finance.

c. Knowledge Generation and Sharing, and Strategic Climate Initiatives

  • Support relevant internal work streams of CCRE under the Climate Change Action Plan, including new climate metrics for mitigation and adaptation measurement.
  • Support the strengthening of global and regional partnerships and inter-agency relations and assist in the development of public-private-civil society partnerships to support ADB’s climate change agenda.
  • Represent ADB at key international meetings and prepare and deliver presentations that highlight ADB's work in climate change.
  • Participate in ADB-wide working groups, cross-department task forces, seminars, trainings, and capacity building events on climate change and support the development and dissemination of good practice on climate change to strengthen understanding, including in ADB DMCs, of issues and solutions pertaining to climate change low-carbon development and adaptation and the opportunities for solutions afforded through investments.

d. Staff supervison

  • Take the role of mentor to develop capabilities/potential of reporting staff.
  • Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance

 

 

Qualifications

You will need:

  • University degree in Climate Change, Low-Carbon Development, Climate Resilience, Economics, Environmental Economics, Energy/Environmental Policy or other related specialized fields. Preferably at post graduate level or its equivalent.
  • At least 6 years of relevant professional experience in clean energy, climate technology, climate change policy, climate finance, and project development work including international experience working in several countries.
  • In-depth understanding of climate change adaptation or low carbon development within the development context.
  • In-depth experience working with Government and multiple stakeholders in one or more regions in the Asia Pacific region as highly desirable.
  • In-depth experience with two or more sectors is an advantage.
  • Strong analytical and strategic thinking skills.
  • Excellent presentation and interpersonal skills to articulate and represent ADB’s activities and directions in conferences and workshops, dynamically participate in networks, and interact effectively with ADB management, staff, and counterparts in other institutions.
  • Excellent written and verbal communication skills in English.

Additional Information

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.

 

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

 

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

 

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment.
