The Green Climate Fund (GCF)—a critical element of the historic Paris Agreement—is the world’s largest climate fund mandated to support low-emission, climate-resilient development pathways. As an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), GCF contributes to the goal of keeping an average global temperature rise well below two degrees Celsius.

The Fund seeks to engage a Senior Monitoring and Evaluation  Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant is expected to be based at GCF Headquarters in Songdo, South Korea. The assignment is for an initial 115 days over a 6-month period. 

Role

Working in the Division of Portfolio Management (DPM), the Monitoring and Evaluation Consultant in DPM will be responsible for supporting the development of a revised Result Framework for the Readiness Support and Preparatory Programme (RPSP) in alignment with its recently approved Revised Readiness Strategy 2024-2027. The consultant will also provide support with the review of RPSP grant proposals, (including TOC and logframe). S/he will be working in the Quality Assurance and Monitoring & Evaluation (QAME) stream of the DPM. 

Duties and Responsibilities:

Under the overall guidance of the Senior Quality Assurance & Monitoring and Evaluation Specialist, the consultant will be responsible for assisting in the day-to-day tasks related to QAME’s roles in RPSP in general, and in particular, tasks related to RPSP Revised strategy (2024-2027) Result framework development, its operational guidance materials, and Readiness grants proposals review, including but not limited to:

Readiness Results Management Framework for the RPSP Strategy 2024-2027
•    Coordination of the Secretariat’s work on development of a result framework to facilitate implementation, monitoring, evaluation and reporting of results outlined in RPSP Revised Strategy (2024-2027) approved by the GCF Board (B37) in October 2023.
•    Provide technical support in development of relevant guidance materials to operationalize the new RRMF in close collaboration with DCP and DPM colleagues at both the upstream and downstream of work. 
•    Organize and manage relevant consultation meetings with internal and external stakeholders during the design stages, collate feedback and incorporate them into the result framework and associated operational guidance materials.
•    Support work on mapping of the results of the existing Readiness grants against the new Readiness Result Management Framework (RRMF) that is aligned to the New RPSP Strategy 2024-2027.
•    Support the development of presentation materials and delivery of sessions/webinars to socialize NDAs, DPs, and the Secretariat to effectively operationalize the new RRMF and its associated guidance materials.

Readiness proposal review: Interdivisional Review (IDR): 
•    Coordinate with DCP regional desks in planning and prioritizing the review of RPSP proposals.
•    Undertake reviews of RPSP Proposals during the interdivisional review process with a particular focus on the ToC, Logframe and Monitoring plan sections of the proposals to ensure their alignment with GCF requirements.
•    Work with other M&E specialists in DPM, as well as internal GCF stakeholders and external partners to support the proper integration of M&E guidance in RPSP proposal design and monitoring during implementation. 

Deliverables:

•    Results Management Framework aligned with the RPSP Revised Strategy 2024-2027, including Results handbook, Indicator Refence Sheets (IRS), as well as other guidance materials such as templates for proposal development (particularly on ToC, Logframe and the monitoring section), as well as the guidance on grant monitoring and reporting integrated into the IRS.
•    Facilitate delivery of at least 5 sessions to socialize the new RRMF and its related guidance materials to the NDAs, DPs, and the Secretariat to effectively operationalize the result framework.
•    At least 30 RPSP proposals are reviewed and submitted with actionable feedback and recommendations.

Required experience and qualifications.

•    A master's degree or above in the field of social sciences, statistics, climate change or environmental sciences, economics, or other related fields. 
•    Minimum three to five (3-5) years of experience working in the field of climate change, project development, monitoring, and evaluation. 
•    Experience working with international, inter – governmental, multi – lateral development banks, comparable climate finance mechanisms, other development finance institutions, highly desirable. Experience with the GCF is a plus.
•    Experience in the design and implementation of results monitoring and evaluation, particularly at the crossroads of climate change and development required.
•    Working on capacity development and technical assistance projects/programs in an
international setting an added advantage.
•    Demonstrated strong experience in managing stakeholder consultations and stakeholders’ expectations.
•    Excellent communication and collaboration skills with a proven drive for innovation and a strong results-focus.
•    Proven competence and autonomy in the use of standard software programs and data
analytics tools: Excel, Word, PowerPoint, Outlook, Access, Tableau.
•    Strong analytical mindset with good proposal and report reviewing and writing skills.
•    Excellent data visualization skills with demonstrated ability to present ideas to a wide range of stakeholders.
•    Strong command of the English language; knowledge of another United Nations language is an advantage.
