The position is assigned in the Office of Public-Private Partnership (OPPP). OPPP coordinates and supports ADB-wide Public-Private Partnership (PPP) operations and knowledge management though the PPP-Thematic Group Secretariat (PPP-TGS) and provides transaction advisory services (TAS) to developing member country (DMC) clients in Asia and the Pacific. TAS is to assist public and private sector client’s structure and procure viable and bankable projects through a PPP modality. TAS aims to promote PPP projects to catalyze public and private capital investment as well as operational expertise of the private sector for development of infrastructure and delivery of its services. Aside from TAS, OPPP also manages the Asia Pacific Project Preparation Facility (AP3F) that helps governments, and their private sector partners, establish a pipeline of bankable PPP projects. The AP3F is a multi-donor trust fund aiming to increase the level of infrastructure development and enhance the quality of infrastructure in Asia and the Pacific. The AP3F helps DMCs to prepare a pipeline of "ready-to-finance" infrastructure projects by (i) assisting with due diligence and helping to address impediments to investment decisions; (ii) supporting project design, and (iii) assisting with project preparation, structuring, and tendering. It also supports enabling reforms and capacity building that can be linked to potential or current transactions.

Job Purpose

The Public-Private Partnership Specialist (i) contributes to origination, processing and implementation of TAS mandates to prepare, structure, negotiate and contract infrastructure projects through PPP in collaboration with relevant departments including regional departments; (ii) supports formulation and implementation of policies, strategies, transactions and programs of OPPP to expedite ADB’s operations related to PPP including TAS in ADB’s DMCs; (iii) contributes to establishing and maintaining effective networks with international and local key players in the PPP market; and (iv) contributes to knowledge management activities to address PPP-related issues and challenges with innovative solutions.

The incumbent will report to Director, OPPP and may supervise one or more national and/or administrative staff.

Responsibilities

  1. TAS/ PPP Operations
  • Supports the implementation of OPPP’s vision, goals, work plan and development strategies with high-quality output in line with Strategy 2030 and Public-Private Partnership Operational Plan.
  • Supports the identification, structuring, delivery, and administration of TAS mandates and PPP programs with effective and efficient marketing, negotiation and due diligence of PPP-related issues and projects in DMCs.
  • Assists in the internal process for approval and implementation of TAS mandates, which includes preparation of PPP-related materials and related TAS project documents.
  • Assists capacity building in DMCs and provides assistance to DMCs for supporting enabling laws and regulations for PPP in DMCs.
  • Assists in the selection and management of individual consultants who support deal teams, including designing of their terms of reference.
  • Engages in PPP market research activities, identifying constraints and providing innovative solutions for fostering PPP policies/operations and regulatory frameworks in ADB’s DMCs
  • Contributes to OPPP’s knowledge management activities and assists in the establishment and maintenance of PPP data base for knowledge sharing with internal/external stakeholders.
  • Develops internal process and analytical tools for PPP projects, such as cash-flow models.
  1. External Relations and Coordination
  • Establishes and maintains effective relationship with governments, development partners, civil society, and private sector entities within area of responsibility.

  • Participates in the preparation of country partnership strategies and provides effective inputs and feedback to support ADB’s PPP operations in line with the overall framework for ADB’s support to the relevant DMCs.
  • Coordinates with internal stakeholders and supports regional departments and Private Sector Operations Department to achieve their PPP targets.
  • Contributes to effective coordination and cooperation within OPPP, which includes informing team members, Director, and the Head, OPPP of day-to-day development, emerging opportunities and challenges, and provides recommendations accordingly in a timely manner.
  1. Staff Supervision
  • Demonstrates leadership and motivates reporting staff to perform at their full capacity by providing clear guidance, monitoring performance and providing feedback regularly and supporting their learning and development.

Qualifications

Relevant Experience & Requirements

  • Master’s degree in business administration, economic, finance or other relevant field; or university degree in related fields combined with at least 5 years specialized experience in similar organization/s relevant to the position may be considered in lieu of Master’s degree.
  • At least 8 years of relevant professional experience in developing and implementing infrastructure projects including PPP transactions.
  • Hands-on experience of structuring project finance transactions and/or providing advisory services in various sectors and countries including negotiation and coordination among stakeholders.
  • In-depth knowledge about PPP and financial market products and robust due diligence experience and capability for PPP projects
  • Network with financial communities including export credit agencies and investment/commercial banks
  • International experience working in several countries.
  • Excellent written and verbal communication skills in English.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
