Development in Transition (DiT) is a key area of work of DEV. It explores new narratives, frameworks and practices for a renewed and more inclusive international co-operation system. A system that would be better equipped for supporting developing countries in their sustainable development transitions in a context of increasing global shared challenges. DiT pushes for a paradigm shift by exploring options to better align national and regional priorities with global challenges, and promotes the use of new indicators to measure development, new international partnerships among countries on an equal footing and a multidimensional approach to development, encouraging the participation of all relevant stakeholders.

DEV is looking for a Junior Policy Analyst who under the general supervision of the Head of Unit of Development in Transition, and in close collaboration with DEV’s Deputy Director, will contribute to the implementation of the Centre’s Programme of Work on key issues related to the work of the Development in Transition unit. This will include contributions to DEV’s work on advancing the understanding on vulnerabilities, with a particular focus on Least Developed Countries (LDCs) and provision of analytical support to the G20 Development Working Group (DWG). The role requires the understanding of economic frameworks and institutions across a range of OECD countries and non-member economies. 

Main Responsibilities

1. Drafting and analytical support

  • Support drafting and editing policy briefs, synthetic reports, notes, and fundraising proposals as requested in collaboration with other staff at the OECD Development Centre and/or external experts, as well as with other OECD Departments as appropriate.
  • Ensure timely responses in coordination with the unit’s head to requests from senior policy makers and other external stakeholders of the Centre, producing written inputs (in the form of briefings, memos and similar), including in co-ordinating inputs with other staff members of the unit as necessary. Edit contributions ahead of final review.

2. Supporting project implementation and organization of events

  • Advice the Head of unit and the Deputy Director on the implementation of any actions and initiatives agreed during internal and external meetings for what concerns projects implemented within the unit or in relation to prospective projects. Contribute to the preparation of these meetings (including all relevant material and briefings) and ensure the corresponding future follow up.
  • Support the coordination and the organisation of proposed actions and events in the framework of work of the Development in Transition unit, in coordination with other units at DEV, other OECD departments or other external stakeholders, as requested.   

3.  Liaison, representation and communication

  • Provide support to the Development in Transition Unit during the liaison, communication and co- ordination of activities with officials in member and non-member country administrations, partners in other international organisations, as well as with academics, the private sector, and various research institutes and partner bodies working on development, fostering effective working relationships with them.
  • Assist in planning, organising, as well as participate as requested, in regular meetings and missions related to unit’s activities; provide briefings as requested for liaising with DEV’s Director’s office in the areas of work and projects of the unit.

Ideal Candidate Profile

Academic Background:

  • An advanced university degree in Public Policy, Political Science/Geopolitics or International Relations. Proven abilities to work at research and strategic levels.

Professional Background:

  • At least two to three years of international professional experience in public or private sector, preferably in an international organisation/national public administration or international environment, that demonstrates versatile skills and strong analytical capabilities.
  • Good knowledge, preferably acquired through experience working with emerging and developing countries, of the issues surrounding development policy making. Field experience to implement international development projects, including missions and business trips, would be an advantage.
  • Experience in working on data collection, management and analysis, and command of related software tools would be an asset.
  • Strong experience in project management and process optimisation in a complex and high-pressure environment, including with multiple stakeholders.  
  • Experience engaging in or working with the private sector and a good understanding of business perspectives in global markets.
  • Strong communication, visualisation and presentation skills to convey complex information to specialised and non-specialised audiences.
  • Experience in fundraising efforts. Drafting proposals for fundraising purposes would be an advantage.

Tools:

  • Proficiency in the use of standard (Microsoft Office) software applications, in particular MS PowerPoint.
  • Familiarity with the OECD’s Creditor Reporting System (CRS) data and other ODA datasets is recommended.
  • Proficiency in the use of Geographic Information System (GIS) tools such as QGIS or ArcGIS.

Languages:

  • Fluency in one of the two official languages of the OECD (English and French), including outstanding drafting ability in that language, and and a knowledge of, or a willingness to learn, the other. Spanish or an Asian language would be an asset.

Contract Duration

  • Six-month fixed term appointment, with the possibility of renewal.

What the OECD offers 

  • Monthly base salary starting from 5 221.54 EUR, plus allowances based on eligibility, exempt of French income tax.
