UN Women also coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

Centre of Excellence for Gender Equality

Established in Seoul in 2022 with support from the Ministry of Gender Equality and Family of the Republic of Korea, the UN Women Centre of Excellence for Gender Equality (the Centre) seeks to function as a ‘knowledge hub’ to facilitate research, education and training, sharing of innovations and lessons learned, networking, and development of multi-stakeholder partnerships for the achievement of gender equality in the Asia-Pacific region. The Centre aims to contribute to operationalizing normative frameworks on gender equality and the empowerment of women, informing innovative approaches to achieving the Sustainable Development Goals (“SDGs”), transforming harmful social norms in the fast-changing and unique social landscape of Asia and the Pacific, and forging partnerships across sectors. The Centre’s working language is English, and it offers an international working environment, while Korean language skills are required for this particular consultancy, given the nature of the work involved.

 

In 2023, the Centre will implement its annual work plan with various training, research, and partnership-building activities. It plans to host several large-scale international/regional meetings and training in Seoul with overseas participants from Asia and the Pacific region. In this context, the Centre is looking for a qualified national policy and programme consultant who will work closely with the Gender Specialist to provide technical and logistic support for the organization of the programme activities.

 

 

 

Objective of the consultancy

The objective of the consultancy is to ensure that the policy and programme activities under the Centre’s work-plan will be implemented to a high quality.

Duties and responsibilities

Under the supervision of the Gender Specialist, the consultant will perform multi-task, with practical skills with related activities and events organization for UN Women, including learning workshops and programme development. In particular, the consultant must be able to creatively prepare, and organize policy dialogues, learning workshops or trainings and other activities with international participants from Asia and the Pacific Region. The consultant needs to have good communications skills in both Korean and English, so as to support various policy, programme and capacity development activities.

 

The consultant will work in close collaboration with other CoE staff to provide support to all aspects of the activities. The consultant must have an independent, problem-solving mindset, with proactive attitude to overcome any operational challenges along the way, by working closely with all members of the Center.

 

The specific tasks of the consultant:

 

  • Participate in technical meetings to prepare for the activities, including the formulation of the concept note, agenda and logistic notes, and technical presentations.
  • Prepare and design pre-learning workshop need assessment and draft the draft evaluation report.
  • Deploy feedback tools to assess the effectiveness of the capacity development activities.
  • Develop supporting materials for the organization of the training and programme activities.
  • Attend relevant activities and provide technical and logistic support for the organization of the activities.
  • Draft the TORs, concept notes for the policy and programme activities per guidance.
  • Attend meetings with relevant stakeholders for the implementation of the programme activities.
  • Support the development of reports on key learnings from the policy and programme activities to inform further work of a similar nature.
  • Provide logistic support for the implementation of the activities.
  • Participate in the staff meetings if needed
  • Support the translation of the documents from English into Korea and via versa.

Other tasks requested by the Gender Specialist to ensure the deliverables for the Annual Work Plan

Duration of Assignment: The tentative contractual period is from 1 August to 30 July 2024 with a maximum of 20 working days per month.

Duty Station: The consultant is expected to come to the office four days per week and one day will be working from home. The consultant may need to come to the training venue when the policy and programme activities are organized and attend meetings outside of the CoE Office to prepare and implement activities. If there is requirement for travelling, the work-related travel of UN Women’s SSA consultant is considered as official mission and will be arranged by UN Women in line with UN Women’s Travel Policy.

Payments for the consultancy will be based on the achievement of each deliverable and certification that each is satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (80%)
  •  Financial proposal (100 points): weight (20%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for written test and validation interview and only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
