Org. Setting and Reporting
This position is located in the Emergency Response Section (ERS), Field Operations and Technical Cooperation Division (FOTCD) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. Under the overall coordination of the chief of section, the incumbent will report to the Coordinator of the Digital Investigation Support Cell. Digital Investigation Support Cell provides services to United Nations mandated investigative bodies with diverse service related to digital data handling including digital forensics, eDiscovery, Open-Source Intelligence (OSINT), and Archiving.
Responsibilities
Within delegated authority, the Investigator will be responsible for the following duties: - Conducts digital investigations on allegations of violations of international human rights, humanitarian or criminal law in accordance with the Commission's mandate, and OHCHR methodologies; - Collects and analyses information and evidence in electronic and digital format and assists in determining credibility and reliability; - Undertakes verification of open source digital contents (such as audio, images, videos, geo-location) including forensic examinations, and record results; - Supports the analytical processes of investigations and preserving digital material in accordance with applicable standards and protocols for evidentiary material; - Provides advice and support to the Commission on the use of open source material in investigations, analysis and reports and support in understanding elements of digital evidence; - Proposes the use of tools to analyse and present complex data sets in understandable ways for investigation and presentation purposes; - Ensures that documentation and materials related to the investigations is handled, stored and preserved securely in accordance with the procedures established by the Commission; - Integrates gender perspectives into all areas of responsibility; - Performs other duties as required.

Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment. Shows pride in work and in achievements. Uses time efficiently. CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
Education
An advanced university degree (Master's degree or equivalent degree) in data science, digital forensics, computer science, data privacy, conflict or security studies, international criminal law or related fields. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Formal qualifications and/or certifications in investigations and analysis are an advantage.
Job - Specific Qualification
Work Experience
A minimum of (5) years of progressively responsible experience in data science, computer science, digital forensics, data privacy, conflict or security field, international criminal law or related fields is required. Experience with internationally recognized multimedia forensics tools, supported by relevant certifications, is desirable. Experience in conducting research, collecting, analyzing, and validating open-source data is desirable. Experience in providing expert testimony in a court of law as a forensic expert is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
