This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. The position is assigned in the Partner Funds Division (SDPF) within the Sustainable Development and Climate Change Department (SDCC). SDCC provides leadership, innovation, and knowledge sharing for ADB’s sector and thematic work. SDPF (i) administers multisector trust funds, (ii) helps other departments establish and administer trust funds, (iii) helps other departments administer projects and technical assistance (TA) under project-specific cofinancing and global funding initiatives, (iv) consolidates, reviews and officially submits reports on trust funds, project-specific cofinancing and global funding initiatives to relevant financing partners, (v) manages and shares bank-wide cofinancing data as the single repository and prepares various reports on financing partnerships, and (vi) leads development, operationalization and enhancements of the partner funds management information systems and other automation initiative using information technology solutions (e.g., online trust fund application).

Job Purpose

The Financing Partnerships Specialist will contribute to the establishment and operations of secretariats for advanced trust fund structures with a focus on hybrid facilities that use multiple financing contribution modalities.

The Financing Partnership Specialist will assist fund managers and facility managers with providing administrative support to the financing partnership structures. The Secretariat will be responsible for (i) day-to-day operations, facility administration, project monitoring and evaluation and reporting of financing partnership structures; (ii) arranging and convening meetings of the governance bodies; and (iii) interacting with ADB’s project teams for project monitoring and evaluation, preparing annual progress reports with due financial, development impact, and pipeline information. The Financing Partnerships Specialist will support the administration of trust funds and other financing partnerships; ensure compliance with reporting requirements; support proactive donor coordination, stakeholder engagement, and resource mobilization; and promote visibility of funding activities and achievements.

The Financing Partnerships Specialist may support other cofinance and resource mobilization initiatives, as relevant.

The Financing Partnerships Specialist will interact with the wider SDPF and SDCC to facilitate an efficient and effective deployment of trust fund resources. The incumbent will report to Director, SDPF and may supervise national and administrative staff and consultants.

Responsibilities

  1. Trust fund operationalization
  • Contributes to developing and executing implementation arrangements and operational procedures according to the proposal for the establishment of advanced trust fund structures and underlying trust funds.
  1. Secretariat administration
  • Contributes to the preparation and implementation of the annual work programs
  • Contributes to the preparation of the Annual Report, and other briefings, presentations, and information materials on the facilities and funds.
  • Facilitates the application process for proposals for funding support.
  • Coordinates with project teams and other ADB departments for monitoring and evaluation of supported projects, preparation of reports, and other matters related to administration.
  • Supports the management of resources of underlying trust funds, including timely management of bank account, fund inflows (installments and remittance), disbursements, administration fees, foreign exchange fluctuation, balance, and audit.
  • Supports the trust fund managers and facility managers in managing relationships with and servicing the needs of financing partners, and in representing the funds during partner consultations and events.
  • Organizes meetings of the governance bodies.
  • Organizes partnership fora, and other relevant platforms for stakeholder engagement, knowledge sharing, and visibility.
  • Contributes to marketing and communications initiatives to increase awareness and highlight impact of funded activities.
  • Supports fundraising initiatives, including outreach to potential financing partners, and facilitation of their contributions to the funding vehicles.
  • Coordinates the secretariat’s operational budget.
  1. Cofinancing and strategic initiatives
  • Supports broader cofinancing operations to cultivate financing partnerships with bilateral and multilateral donors as well as non-traditional donors such as philanthropies and mobilize resources towards the objectives of Strategy 2030.
  • Collaborates with ADB staff, consultants, and trust fund teams to support ADB’s climate work, including alignment with other strategic climate initiatives such as ETM.
  • Undertakes other tasks as may be assigned by the fund- and facility managers, and Director/SDPF.
  1. Knowledge management
  • Supports the accumulation of knowledge related to funded operations and the key responsibilities as listed above, ensuring that such knowledge is open to all staff, and the dissemination thereof through internal and external events and publications.
  • Participates and contributes to relevant training programs, conferences, and other activities for knowledge and capacity building

Qualifications

Relevant Experience & Requirements

  • University degree in Business Administration, Finance, Economics, Law or in relevant fields combined with additional relevant professional experience; preferably at post-graduate level or its equivalent
  • At least 4 years of relevant professional experience in an international or multilateral context.
  • A demonstrated understanding of cofinancing and trust fund management as well as MDB operations, activities, and processes.
  • Experience of coordination and interaction with both internal and external stakeholders
  • Excellent written and verbal communication skills in English.
  • Supervisory experience is preferred.
