SENIOR OFFICER FOR CENTRAL PROJECT CO-ORDINATION

 

INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page. 

 

Subsequent to a call for proposal floated by Federal Ministry for Economic Affairs and Climate Action (BMWK), Govt. of Germany under International Climate Initiative (IKI), GGGI is implementing a project called “Asia Low-Carbon Building Transition (ALCBT)” 5 Asian countries – Cambodia, India, Indonesia, Thailand and Vietnam. The countries were chosen based on a scoping analysis to advance the building sector towards decarbonization and reducing GHG emission from the sector. The following are the broad output of the project:

  1. Technical and Institutional Tools: Standardized tools and systems for managing carbon emissions from building sector developed and piloted.
  2. Technical Capacity Building: Key industry stakeholders in project countries have enhanced capacity to deliver low carbon buildings.
  3. Financing: Financial pathways established to facilitate financing for occupants, owners, and developers of low carbon buildings.
  4. Replication and Scaling-up: Project knowledge documented and shared to facilitate replication and scaling up.

The project aims to target Policy makers (Central & Provincial Govt), Building Owners, Financial Institutions & ESCOs and Universities/Academia as beneficiary to advance Low-Carbon building transition of the countries. GGGI is looking for a Senior Officer for Central Project Coordination to provide coordination management support to the Project Manager in this 5-year project.

 

POSITION SUMMARY

The Senior Officer for Central Project Coordination will primarily be responsible for overall coordination and management of the ALCBT program as per the scope of work of the project.

Being the lead of the Central Project Management Unit (CPMU), s/he, under the guidance of the Project Manager, will be responsible for overseeing the project deliverables, co-ordinate with government and project stakeholders, consortium partners, consultants and peer team members, manage risks, ensure tangible project outcomes & visibility of GGGI, and report to the Project Manager on any eventualities. S/he, under the guidance of Project Manager, will coordinate with CPMU and PMU members on resource hiring and procurement for successful completion of the project. S/he will review the performance of junior team members of the CPMU and consultants as well as being a key point of technical advice and escalation for problem solving within the context of output delivery. 

The above will require a broad and general understanding of the building sector i.e., building energy efficiency (EE), policy landscape, ESCO mechanism etc. It also requires skills of project management, effective coordination with clients/consultants, crisis management, collaboration with CPMU at GGGI-HQ, PMU in Country Offices, as well as maintaining strategic partnerships with the donor. This position is required to bring the necessary subject expertise, networking skills, sense of client’s priorities etc. This position reports to ADG, Head of IPSD which may change as designated by the ADG, Head of IPSD.

 

PURPOSE

The Senior Officer for Central Project Coordination will be responsible for:

  • Strategic communications, serving as an indispensable conduit between the Project Manager and a diverse range of stakeholders. Ensure that pivotal aspects of project implementation are not only well-understood but also aligned with organizational goals.
  • Beyond serving as a liaison, assume a leadership role in steering decision-making processes at the executive level. Provide expert counsel to the Central Project Steering Committee while overseeing comprehensive project planning, stakeholder engagement, and operational excellence.
  • Coordinate with different stakeholders to enhance operational efficiency, ensure the seamless execution, and effectiveness of the ALCBT project and ensure documentations on the related efforts.

 

ENGAGEMENT

  • Partner closely with country-level Program Management Units (PMUs) and the Central Program Management Unit (CPMU) at GGGI-HQ to orchestrate joint activities, ensuring a cohesive and integrated "One GGGI” approach.
  • Cultivate and sustain professional relationships with governmental partners, external experts, and other key stakeholders to stay attuned to emerging needs and opportunities in the field.
  • Advocate for the project's objectives and GGGI's Building Energy Efficiency initiatives, effectively communicating their merits and advantages to government counterparts, development partners, and other stakeholders.
  • Actively participate in and contribute to GGGI's internal communities of practice, focusing on energy efficiency and climate change, to share knowledge and best practices.

 

DELIVERY

  • Lead the development and execution of comprehensive project plans, ensuring timely implementation and alignment with organizational goals.
  • Facilitate key decision-making processes through effective coordination with donors, government partners, consortium partners, technical advisors, and the Central Project Steering Committee.
  • Oversee the timely submission of project outputs and milestone achievements, coordinating closely with consortium partners, internal staff, subcontractors, and consultants. Manage project planning, stakeholder consultation, implementation, monitoring, and both internal and external reporting.
  • Ensure compliance with reporting requirements by consolidating inputs from various stakeholders. Communicate results and recommendations effectively to both internal and external audiences, supporting the development of a green policy pipeline and a new tracking system for results delivery in line with GGGI Strategy 2030.
  • Streamline project implementation by coordinating activities with key partners and stakeholders, including leading and organizing program activities such as consultations, validation meetings, and workshops based on work plans and budgets. Develop internal and external workflows to manage project implementation effectively.
  • Recruit and manage consultants and partnerships in accordance with GGGI policies, as needed for project delivery.
  • Capture lessons learned to support continuous learning and improvement and utilize online systems for effective project management.

 

REQUIRMENT

QUALIFICATIONS

  •  Bachelor’s degree in engineering / economics / environment /climate change / development or a related field from a recognized University (Post-Graduate in energy economics / energy management / advanced engineering /climate change / business administration / development or a related field would be an advantage)
  • Preferred minimum five to eight years of post-qualification professional experience in the field of green growth and development cooperation, out of which three years preferably in energy efficiency.
  • Experience in managing large scale projects preferably in energy sector.
  • Experience in dealing with donor agencies and stakeholders (including philanthropic organizations), multilateral, bi-lateral and developmental organizations.
  • Experience in handling technical trainings, capacity building and hand-holding programs

 

FUNCTIONAL

  • Substantial work experience in Central Govt./State Govt./Public Entities and donor communities
  • International/National Certifications related to Project Management; Energy Efficiency & Carbon Trading would be an advantage.
  • Demonstrated experience in writing quality proposals, articles, reports, blogs etc.
  • Strong competence in the use of standard software programs: Excel, Word, PowerPoint, Outlook & SharePoint
  • Good communication skills, both verbal and written in English language; working knowledge in any other foreign languages is an added advantage.

WORKING CONDITIONS

The Project Associate is a X9, national grade level in GGGI’s salary scale. For an X9 Korea national grade, the base salary starts from USD 80,664. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. Terms and conditions are to be reviewed in a case-by-case situation.
