The position is assigned in the Digital Solutions Division (ITDS) within the Information Technology Department (ITD). ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.

ITDS provides digital solutions by delivering and supporting software application/data/business process management service products. The division works with business stakeholders to ensure the digital solutions portfolio meets business needs. In support of delivering these services, this division provides governance of applications for ADB. It also provides business process and data management foundational services to drive information consistency and efficiency of product delivery. As a part of its transformation process to embrace digital opportunities, a new approach to digital solutions delivery is adopted by introducing Digital Factory, which delivers user-centric solutions in an agile and iterative manner embracing fully UX principles as a part of the automation product family.

Position title upon appointment is IT Specialist (Product Lead – Automation).


Job Purpose

The IT Specialist will be a member of the Automation Product Delivery team, responsible for leading the Digital Factory. Digital Factory will drive a new way of delivering lightweight applications and delightful product experiences and is expected transform the enterprise IT function into adopting digital development approaches which use technology to communicate and build relationships with employees, customers, and other stakeholders. The Digital Factory complements traditional lines of often dense and not intuitive to use enterprise business applications by bringing simplicity, innovation, and the right combination of just necessary functions to support specific user journeys. The incumbent will formulate the vision for the Digital Factory and provide leadership and direction to the teams working with the business community and external parties. S/he also drives the user centric design process and oversees development, testing, and transition to production fully embracing agile and DevOps. S/he ensures continuous evolution of the product, support and maintenance activities.

The incumbent will report to ITDS Director and will supervise National Staff and Administrative Staff.

Responsibilities

Strategy, Planning, and Client Management

  • Responsible for the overall evolution of Digital Factory and its product portfolio.
  • Lead dialogue with business users to manage Digital Factory Roadmaps.
  • Identify opportunities to innovate and continuously improve user touch points with systems to bring seamless digital experience to the user community.

Product Design and Development

  • Leads design and delivery of delightful product experiences by embracing fully user-centric design principles in collaboration with business and technology stakeholders.
  • Leads teams to deliver high-quality solutions by fully embracing agile practice and DevOps.
  • Through the iterative development processes, validate designs based on the clients' needs, requirements, and behaviors.
  • Manage scope and expectations in balance with various constraints. Monitor and evaluate progress and ensure timely reporting to ITD management and concerned steering committees.

Continuous Enhancements & Production Support

  • Leads iterative continuous enhancement processes and maintenance activities of digital products delivered by the Digital Factory. Ensure the day-to-day operations of the solutions delivered are uninterrupted and any issues are resolved within the Service Level Agreement (SLA).
  • Identify opportunities for process improvements that streamline delivery of Digital services.
  • Work closely with the security and organizational resilience teams to protect ADB’s information assets and meet security/resilience requirements. Ensure critical business processes can continue to function during times of disaster.
  • Follow ITD’s processes, governance, and best practices. Ensure system controls are in place and work with the audit team to ensure compliance and address any audit findings promptly.

Management and Administration

  • Leads the annual planning and budget process to ensure the necessary licensing and support services are provisioned and the team has the resources, including managed service providers, and skill sets to meet the increasing demand from the business community.
  • Leads staff development and supervises team members' work. Coaches, mentors, trains team members, and ensures the overall quality of their work.
  • Manages and evaluates the performance of reporting staff and managed service providers, provides clear direction, regular monitoring, and feedback on performance.

Qualifications

Relevant Experience & Requirements

  • Master's Degree, or equivalent, in Computer Science, Information Systems, Business Administration, or other relevant fields; or University degree and at least 5 years specialized experience relevant to the position.
  • At least 8 years of relevant experience managing IT maintenance & support activities or projects related to automation systems. International experience working in several countries.
  • Ability to distill complex concepts into design concepts and requirements.
  • Strong experience in software design and development using the Agile scrum delivery framework.
  • Experience in the application of design thinking and user experience (UX) approaches
  • Working knowledge in user research, usability testing, rapid prototyping, interviews, and translating findings into product design specifications.
  • Ability to apply agile development, DevOps, change management, project management, and other implementation methodologies.
  • Demonstrated proficiency in preparing and presenting business cases orally and in writing.
  • Demonstrated skills in software development estimation, planning, and design.
  • Experience in working with external suppliers and outsourcing.
  • Excellent interpersonal, client relationship, and team management skills.
  • Excellent written and verbal communication skills in English are required.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
