Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building to respond to the development priorities and changing needs of the Asian and Pacific region.

The ESCAP Subregional Office for East and North-East Asia (SOENEA) works with China, the Democratic People’s Republic of Korea, Japan, Mongolia and the Republic of Korea, as well as with Hong Kong, China, and Macao China. In addition, it works with the Russian Federation on matters of technical cooperation. SOENEA also serves as the Secretariat of the North-East Asian Subregional Programme for Environmental Cooperation (NEASPEC).

This position is located in SOENEA, and reports to the Head of Office.

Responsibilities

Under the direct supervision of the Head of Office, the incumbent is required to perform the following functions:
1. Provides secretariat support to North-East Asian Subregional Programme for Environmental Cooperation (NEASPEC), including coordinating and communicating with national focal points and stakeholders, facilitating intergovernmental discussions and organizing meetings, and preparing documentation for the Senior Officials Meeting.
2. Implements NEASPEC programmes including low-carbon cities and carbon neutrality.
3. Develop socio-economic and environmental databases and qualitative/ quantitative information necessary for major ESCAP publications.
4. Draft inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of sustainable development, including environment, climate change and energy
5. Determines trends, patterns and relationships to analyse the effects of alternative policies and assumptions regarding evolution and prospects of regional and subregional integration initiatives,
6. Designs and conducts studies of selected issues on sustainable development in ENEA economies and draft resulting reports.
7. Formulates proposals on development strategies, policies and measures pertaining to ENEA economies
8. Develops partnerships and networks in support of ENEA economies.
9. Collaborate closely with ESCAP Divisions and subregional offices in developing and implementing joint projects on environment, climate change and energy and other areas.
10. Attends international, regional and national meetings to collect information and hold discussions with stakeholders and colleagues in other institutions.
11. Organizes expert group meetings, seminars, capacity building activities on development issues.
12. Prepares speeches and other inputs for presentations by senior staff.

Communication:
Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

TEAMWORK
Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education

Advanced university degree (Master’s degree or equivalent) in Environment, Economics, Energy or related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

A minimum of five years of progressively responsible experience in research and policy analysis on environmental cooperation, climate change or energy-related issues is required.

Experience working on East and North-East Asia issues related to environment, climate change or energy and intergovernmental processes is required.

Experience in developing knowledge products/ publications on environmental cooperation, climate change or energy-related issues is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Qualified applicants will be evaluated through a competency-based interview and/or other assessment methods.

Special Notice

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This post is funded from extra budgetary resources. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.

United Nations Considerations

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
