EVALUATION OFFICER IN THE IMPACT AND EVALUATION UNIT

CONTEXT
The position is based in Seoul at GGGI’s headquarters in the Impact and Evaluation Unit (IEU). Two main functions are primarily supported:
- Conducting thematic and country evaluations – The IEU undertakes these evaluations to assess the relevance, effectiveness, efficiency, impact, and sustainability of operations, and alignment with the priorities established within GGGI’s Strategy 2030 and its implementing Road Map.
- Mainstreaming GGGI’s impact agenda – The IEU advises GGGI’s operational teams in the design of program monitoring, evaluation, reporting, and improvement frameworks on a demand-driven basis, with a focus on ensuring coherent theories of change and credible results frameworks that are clear, measurable, and aligned to GGGI’s impact agenda.
The IEU is located within the Operations Enabling Division (OED) and receives guidance and oversight from the Management Team and the Management & Program Sub-Committee. To maintain and strengthen these two functions, the IEU is hiring an Evaluation Officer.
POSITION SUMMARY
Through the mandate and work of IEU, the Evaluation officer will
- The incumbent will participate in and assist in overseeing the IEU work related to learning, uptake, dissemination, and synthesis. The incumbent will play a key role in engaging IEU stakeholders, synthesising lessons from evaluative evidence (internal and external) and ensuring that the IEU is using state-of-the-art methods to assure uptake and use of evaluative evidence using behavioural insights and communication techniques.
- He/she will also play a key role in ensuring that IEU’s dissemination is state-of-the-art and multi-platform and speaks with diverse audiences while advocating for the need and use of high-quality, credible evidence. She/he will also lead in generating lessons learned, good practices and recommendations that can further strengthen the design and implementation of GGGI operations.
- The incumbent will disseminate outcomes of evaluation syntheses while keeping abreast of developments in the field. The position requires that the incumbent has two types of skills and experience – skills in evaluation and high-quality synthesis work and skills and training in communications and dissemination.
- Provide tailored M&E advice to programmatic staff in regional and country offices on their M&E frameworks/systems and plans to inform the collection of green growth evidence that feeds into evaluations.
- The incumbent will be best equipped if formally trained in environmental studies, facilitation or outreach. It is expected that the scope of this role will expand to include some monitoring work depending on the needs of the Unit.
- The incumbent should have a keen instinct to learn and train him/herself in skills that he/she may not have at the beginning.
The position reports to the Head of IEU.
PURPOSE
The Evaluation Officer is responsible for:
- Undertaking country evaluations and supporting thematic evaluations consistent with GGGI’s evaluation policy and IEU’s Annual Evaluation Workplans
- Provide bespoke, practical, and creative syntheses of evaluation findings and learnings that share knowledge for organizational improvement.
- Delivering other IEU services such as advisory and capacity building to internal clients and regional and country programmes in monitoring, evaluation, reporting, and evidence reviews.
- Support the development and piloting of innovative evaluations on GGGI’s work and impact, and support the communication of results via publications, technical reports, workshops, and events.
- Work closely with key stakeholders, including the Head of IEU, the Heads of GGGI’s other core units, staff, and other consultants to develop sensitivity and understanding around key monitoring and evaluation concepts.
- Perform other related IEU-related duties, such as travel to other countries or regions where GGGI has operations, as required.
ENGAGEMENT
The position requires the Evaluation Officer to build productive working relationships and establish an internal network with GGGI’s programmatic staff in HQ, in regional offices and in-country offices. The ability to work independently with minimal supervision and communicate influentially to all divisions and levels within GGGI and core external stakeholders will be the success factors for sharing learning derived from evaluations and best practices in M&E.
Key engagement tasks include:
- Demonstrate exceptional advocacy for reliable, top-notch evaluative evidence in the realm of climate change, serving as a representative of IEU both internally within the GGGI and externally.
- Emphasize the strategic significance of research findings and raise important concerns for GGGI’s Management Team and governing bodies to deliberate further.
- Foster the development of an extensive network that actively engages with and applies to IEU's work.
- Display strong teamwork skills, a positive attitude, a strong work ethic, and the ability to troubleshoot effectively.
- Communicate lessons learned and provide clear and credible recommendations through learning products on strengthening GGGI’s systems and procedures.
DELIVERY
Country Evaluations:
- Participate in and manage, as required, the IEU work on learning, syntheses, knowledge management, uptake and dissemination.
- Participate in and manage, as required, IEU-led evaluations under the overall guidance of the Head of the Independent Evaluation Unit or designate.
- Create and successfully deliver knowledge products and processes that help consolidate evaluation knowledge and share and strengthen IEU’s evaluation feedback and learning objectives.
- Be able to think creatively while using key insights from behavioural insights to help construct knowledge-related communication products that go the extra mile to ensure take-up and use.
- Contributing to the development and writing of Evaluation Approach Papers/ToRs, which document the evaluation questions, the approaches and methods to address them, and implementation arrangements for the evaluation.
- Support management of necessary consultants where applicable.
- Support the development and piloting of innovative evaluations, such as real-time evaluations on GGGI’s work and impact, and support the communication of results via publications, technical reports, workshops, and events.
- Provide interesting, useful, and creative syntheses of evaluation findings and learnings that serve as knowledge sharing for organisational improvement.
- Inspire and feed into IEU’s syntheses, learning, communication, and uptake sub-strategy with key insights from various disciplines while ensuring that the IEU is at the forefront of this thinking and practice.
M&E Advisory and Capacity Building to Programmatic Teams
- Assist with identification, planning, development and refining specific service lines aligned to internal client needs, particularly on Monitoring and Evaluation.
- Provide advisory and capacity building to internal clients and regional and country programmes in the areas of monitoring and evaluation, reporting and evidence review – such as log frame development, SMART indicators, M&E plans etc.
- Perform other related IEU related duties such travel to other countries or regions where GGGI has operations, as required.
- Support the development of valuable and high-quality learning products for GGGI’s RBM and MEL framework improvements, outlining the key lessons learned and recommendations based on the experience gained working with the different core units of GGGI’s project cycle management.
REQUIREMENTS:
QUALIFICATIONS
- Master’s degree in natural resources, environmental management, ecology, sustainable agricultural management, sustainable development, or evaluation.
- 5-7 years of relevant experience working in sustainable economic development, environmental management, or research etc.
- At least 4 years of international experience living and working in a developing country.
- Experience with evaluations and MEL work for an international organization or diverse M&E experience is desired.
FUNCTIONAL
- Excellent vision related to communication, advocacy for high-quality evaluations, M&E best practises and evidence-based action and policy.
- Proficiency and willingness for public speaking and serving as a representative for the IEU, as well as the capability to engage and advocate individually on behalf of the Unit and its Head.
- Exceptional interpersonal abilities and a keen awareness of cultural sensitivity when communicating with staff at all levels and external clients, both verbally and in writing.
- Willingness to collaborate with fellow colleagues in a team setting and contribute to a harmonious work environment is indispensable.
- Demonstrated capacity to work innovatively within a team context.
- Displaying mature judgment and an unwavering commitment to maintaining confidentiality.
- Outstanding communication skills and a high emotional intelligence.
- Outstanding written and verbal English communication skills are crucial. Proficiency in languages prevalent in GGGI countries of operation is an advantage (Spanish is highly advantageous).
- Excellent MS Office application skills required and experience in using and creating databases.
- Ability to analyse and visualize data using tools such as power BI, R, and experience in remote sensing is desired.
- Some experience to independently conduct surveys (survey design, form-building, data analytics e.g., with Kobo toolbox, Ona) would be advantageous.
- The ability to undertake research, convert complex topics into clear and concise messages or text, and experience of report writing.
- Willingness to travel on missions to other countries where GGGI has operations.

WORKING CONDITIONS
The Impact and Evaluation Officer is an X8, international grade level in GGGI's salary scale. For X8 International grade, the base salary starts from USD64,920. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
