The position is assigned in the Sector and Project Division (IESP) within the Independent Evaluation Department (IED). IED independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness.

IESP provides evaluation feedback on performance and generates and disseminates evaluation lessons. The division is primarily responsible for evaluations and validations at the sector-level and on individual sovereign lending and Technical Assistance (TA) operations. Except for the program areas of governance and public management and social development, IESP will cover all sectors, such as energy, transport, water, urban, finance, and agriculture and natural resources. It shall also be responsible for evaluations and validations of non-sovereign operations.

Job Purpose
The Evaluation Specialist contributes to the conduct of sector and project-level evaluations and validations and other evaluation activities in line with the department’s work program and protocols. The incumbent primarily oversees the process of validating both project and TA completion reports of sovereign and nonsovereign operations and oversees the functions of the IED validation Secretariat, with attention to the quality assurance of validations. The Evaluation Specialist works with evaluation and validation team leaders during preparation of IED’s evaluation and validation products.

In addition, the Evaluation Specialist will also be responsible for conducting evaluations and validations in sovereign operations, and / or non-sovereign operations. S/he will have at least one area sectoral expertise and a sound knowledge of the impact of climate change on development. S/he will draw key lessons from evaluations and their implications for improving development effectiveness and provide recommendations on key issues for ADB action. The incumbent will report to Director, IESP and will supervise National Staff and Administrative Staff.

Responsibilities

  • Oversees and/or coordinates the validation of TA completion reports, project completion reports for sovereign operations, and extended annual review reports (XARRs) for nonsovereign operations.
  • Prepares validations on project and TA completion reports; responsible for delivery of the yearly variance memo, TA validation synthesis notes, and any report on safeguards systems for sovereign and nonsovereign operations.
  • Manages evaluation and validation databases for both sovereign and non-sovereign operations, e.g., variance between self-evaluation and validated ratings, safeguards systems.
  • Contributes in cross-cutting evaluations and country/regional assistance evaluation reports from a sector and/or climate change perspective.
  • Contributes to cross-country sector-wide evaluations that feed into cross-cutting and country and project-level evaluations from a sector and/or climate change perspective.
  • Contributes to sector assistance program evaluations that feed into country evaluations or validations or as stand-alone sector evaluations from a sector and/or climate change perspective.
  • Contributes and / or leads the preparation of Annual Evaluation Review report, and sector synthesis reports and other sector portfolio analysis for IED papers, including evaluation approach papers, from a sector and/or climate change perspective.
  • Helps organize and/or coordinates the yearly PCR/XARR awards.
  • Prepares, as needed, project and TA performance evaluation reports concerning ADB’s operations.
  • Provides comments on draft evaluation reports and on draft ADB operational documents.
  • Contributes to dissemination and promotes learning from IED evaluations and validations in ADB, development partners and developing member countries.
  • Performs other tasks as assigned by Division Director or duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

  • Master's degree, or equivalent, in public administration, engineering, finance, business administration, statistics, economics or development studies or related social science fields; or University degree and at least 5 years specialized experience relevant to the position can be considered.
  • At least 8 years of relevant experience in sectors, climate, evaluation and/or multilateral development bank operations.
  • Experience in project, sector, and country/regional operations (e.g., country portfolio and program, institutions, policy) and/or development evaluation and outreach in developing countries; Relevant experience in the Asia-Pacific region is an advantage.
  • Relevant experience dealing with climate change issues is an advantage.
  • Understanding of development issues, practices and policies in a similar multilateral and bilateral institutions.
  • Experience in conducting applied research and preparing evaluations; conducting country/sector/project-level analysis including operational, economic, social and technical aspects institutional and policy analysis and reforms, macroeconomics, economic and financial analyses.
  • Familiarity with development strategy, policy, and practices of multilateral and bilateral institutions.
  • Excellent oral and written communication skills in English.
  • Ability to perform effectively as a team leader, exercising supervision, coordination, and planning responsibilities over multi-disciplinary unit; coach or mentor team members.
  • Credible expert in field of expertise with recognized ability to share relevant knowledge.
  • Ability to conceptualize and evaluate complex development issues and problems, and to carry out effective communication and dialogue on these topics.

General Considerations
The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
