The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. 
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. 

The Fund seeks to establish a roster of  International Consultants for DAE New Funidng Window for IRMF to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on remote- based. The assignment is for an initial 40 working days over a 12-month period. 

Role

The international expert (the “Consultant”) shall provide support to relevant Direct Access Entities (DAEs) to upgrade their pipeline funding proposals to meet the requirements of the GCF’s Integrated Results Management Framework (IRMF), particularly related to the logical framework (Logframe), theory of change (ToC), and the annex 11: Monitoring and Evaluation Plan.

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

The international expert (the “Consultant”) shall provide support to relevant Direct Access Entities (DAEs) to upgrade their pipeline funding proposals to meet the requirements of the GCF’s Integrated Results Management Framework (IRMF). The consultant shall ensure that all comments and feedbacks from the GCF and perhaps ITAP  are fully addressed in the logframe, ToC and the Annex 11: Monitoring and Evaluation Plan. The deliverables of the upgraded logframe, ToC, and the annex 11: Monitoring and Evaluation Plan shall be submitted by consultants for the approval of the Secretariat at least three weeks prior to the targeted meeting of the board.

Required Experience and Qualifications

The Consultant must also demonstrate recognized technical capacity and expertise, supported by relevant professional experience in an international environment, in at least one of the following technical specialties:
(a) Expertise developing, implementing, and reviewing climate projects/programmes in at least two sectors among the GCF result areas, and across micro to large project sizes.
(b) Experience working with international, regional, and national entities and with different financial instruments including grant, loans, equity, and guarantee.
(c) Experience conducting financial and economic analysis on a project/programme level.
(d) Experience with ex-ante, mid-term, or final evaluations and/or impact assessment of climate mitigation, including carbon accounting, or adaptation projects/programmes.
(e) Risk analysis of projects/programmes, particularly for the management of financial and operational risks.
(f) Implementation and oversight of environmental and social safeguards and policies, including gender policies; and/or
(g) Design and implementation of results management frameworks for the monitoring and evaluation of projects and programmes.
(h) Experience developing the Theory of Change (TOC) that shall enable climate finance to address core mitigation and adaptation challenges
