Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. It aims to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UNEP and is located at the Geneva duty station.

The Associate Finance and Budget Officer will work under the supervision of the Administrative and Funds Management Officer.

Within delegated authority, the Associate Finance and Budget Officer will be responsible for the following duties:

Responsibilities

Budget planning:
•Reviews, analyses, and finalizes the preparation of the project budgets and their revisions based on donor agreements and progress made in implementation, considering recommendations from Project Managers, donors, and Implementing Partners.
•Provides substantive advice and support to the Project Managers and Implementing Partners in reviewing the project budgets and revisions.
•Ensures legislative mandates and donor requirements are accurately translated into program budgets

Budget preparation:
•Reviews, analyses, and assists in finalizing cost estimates and budget proposals regarding staff and non-staff requirements. •Reviews, analyses, and provides input into the finalization of program budget/financial implications to the CITES Secretariat in light of additional mandates.
• Provides support to project managers in elaborating resource requirements for budget submissions.
• Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the CITES Parties.

Budget administration:
•Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
• Monitors budget implementation and recommends reallocation of funds as necessary.
•Monitors expenditures to ensure that they remain within authorized levels.
• Reviews requisitions generated for goods and services to ensure (a) correct objects of expenditure have been charged and (b)availability of funds.
• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
•Assists in the preparation of budget performance submissions.
•Reviews and assists in the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
•Assists in providing substantive support to intergovernmental and expert bodies.

General:
•Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
•Approves financial transactions in accordance with the United Nations Financial Regulations and Rule, analyses and reconciles accounts, and proposes/implements solutions with respect to new and non-routine financial transactions.
•Undertakes actions related to Implementing Partners, including compliance with contractual commitments in relation to financial reporting, record keeping, audit, procurement and management of assets, conducting reviews and spot checks on reported. financial reports, ensuring funds are provided and following up on donor contribution installments as required.
•Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

• Perform other duties as required.

Competencies

PROFESSIONALISM: Knowledge of the UN Financial Rules and Regulations, in particularly financial management rules as well as financial management requirements for donors and knowledge of financial principles and practices. Ability to identify and resolve budgetary problems and identify sources for data collection, knowledge of financial and budgetary principles and practices, budget development, and financial administration of resources. Ability to analyze and interpret data in support of decision-making and convey resulting information to management. Shows pride in work and achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with complex problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

ACCOUNTABILITY: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within the prescribed time, cost, and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight, and takes responsibility for delegated assignments; takes personal responsibility for their shortcomings and those of the work unit, where applicable.

Education

An Advanced university degree (Master's or equivalent) in business administration, finance, or related field is required.

A first-level university degree, in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable.

 

Work Experience

A minimum of two (2) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.

Experience in using UN or similar Organization's administrative and financial systems is required.

Experience in using ERP systems in a project context is desirable.

Experience with International Public Sector Accounting Standards (IPSAS) and the financial management programs / systems used by the UN or similar organizations is desirable.

One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).

Languages

English, French and Spanish are the working languages of the CITES Secretariat. For the position advertised fluency in English is required. Knowledge of another UN official language is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This is a project post. Appointment or assignment against this position is for an initial period of one (1) year and may be subject to extension.

Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.
