[PURPOSE OF THE POSITION]

Under the direction of the Human Resources Director (HRD), the Field Human Resources Manager (FHR Manager) attracts, recruits, places, develops and supports medical and non-medical field staff to work in MSF’s medical humanitarian projects worldwide.

 

The FHR Manager will:

  • Be responsible for the development and implementation of the tactics and activities for the recruitment, placement, development of Korean field workers to foster growth of Korean expats and expat pool and to meet the operational needs of MSF
  • Be in regular contacts with counterparts in the OC’s and other sections for the recruitment, placement, development and support of Korean field workers
  • Ensure flawless execution of FHR administration that is complying with MSF and Korean legal standards
  • Be a key contributor in the development of policies and procedures relevant to Field HR and international field staff, and is responsible for their effective implementation
  • Contributes to FHR discussions and dossiers in the movement
  • Attending FHR related meetings and discussions in Korea and movement as requested by the line manager

 

[MAIN DUTIES AND RESPONSIBILITIES]

  1. Field Recruitment

1.1 Recruitment Marketing and Events in collaboration with relevant stakeholders

  • Be the ‘lead responsible’ in the coordination, planning and execution of field recruitment marketing and events in collaboration with other members in HR and other departments in MSF Korea office
  • Create and implement an annual event plan of all field recruitment activities – webinars, information session, recruitment videos, recruitment marketing campaigns, and any other relevant events in collaboration with other members in HR and other departments
  • Analysis of effective marketing channels for FHR recruitments and update new contents
  • In order to identify new opportunities of recruitment, study feasibility to network key professional associations and health institutions and propose various approaches and realize those with support of HR department
  • Monitor and propose updates and improvements for the Join Our Team section of the MSF Korea website

 

1.2 Recruitment, Selection, and Onboarding

  • Assume the full integration of the field recruitment process including but not limited to review applications, conduct interviews and any other selection activities
  • Be in close contact with OCs to ensure effective selection processes and procedures including selection criteria, testing, and other selection techniques
  • Coordinate and contribute to the preparation and facilitation of pre-departure and induction training

 

  1. Field Placement and Career Management

2.1 Analysis and planning

  • Monitor and report on the quantity and quality of field placements and the effectiveness in meeting field needs and plan for future needs
  • Analyze information on placement, turnover, retention and field staff issues and develop and implement action to meet challenges and take advantage of opportunities
  • Analyze trends in OCs in placement, retention and issues to determine action needed

 

2.2 Matching and Placement

  • Establish and maintain regular contact with the field staff in the pool to ensure their ongoing interest in MSF field work and to determine their availaibility
  • Initiate, put in place and develop frequent contact with the relevant pool manager in the OCs to identify suitable field positions, access position related information and ensure timely follow up of propositions
  • Provide field staff with necessary information required for the position proposal

 

2.3 Development and Support

  • Provide career advice, feedback and coaching to active field workers based on performance evaluations, fieldworker interest and potential
  • Ensure that MSF-Korea field staff have access to international training programs conducted by OCs and other organizations,
  • Collaborate with Operational Centre counterparts on the resolution of problems, if issues/problems with MSFK Field staff occur while on assignment, contribute to communications/publications sent to field staff
  • Ensure returned field staff are debriefed as per the debriefing checklist and that they have access to psycho-social support information

 

  1. FHR Administration
  2. After placement to a specific field assignment, coordinates and supports the travel logistics to MSFK Departures and Administration Officer, ensuring that work permits, travel, lodging, vaccinations, and OC briefings are arranged
  3. Provide back-up on departure logistics when required and/or in the absence of the Departures and Administration Officer
  4. Review and scale CVs of successfully recruited fieldworkers for remuneration grading using MSF’s IRPII processes and standards
  5. Creates and issues the field staff contract
  6. Inform HR Generalist of accurate fieldworker status each month to enable correct and timely payment of salaries and benefits
  7. Follow End of Contract processes with OCs and provide HR Generalist with details to enable de-registration with insurance providers and accurate final payments
  8. Provide administrative information related to contract and salary to OCs as requested including Monthly Information Form
  9. Be a super user of the FHR database program  and maintain high quality FHR data in the database
  10. Relationship and collaboration with OCs and other sections Establish and enhance effective communications with FHR Departments of all OC and especially OCG and OCP, in order to collaborate on issues of common concern in the movement or that have a direct impact on the recruitment, placement and retention of MSF Korea field staff
  11. Active perticipation to SEEAP HR activities and Lead Regional onboarding training (SEEAP WtMSF) facilitation and administrative task
  12. Participate in international HR meetings, information exchange and visit OCs when required
  13. Take an active role in familiarizing and engaging in international issues that have a direct effect on the recruitment, placement and retention of MSFK field staff
  14. Support OCG recruitment interviews based on their requestsUndertake ad hoc/interim field placements as may be required in agreement with OCs and the HR Director

 

  1. Departmental and Other
  2. Provide constructive input to department related activities (e.g. team meetings, plan of action discussion, cross departmental support activities)
  3. Under the supervision of the HR Direcor, coordinates and works cloesly with MSFK’s HR Generalist and Departures and Administration Officer to review and update Field HR processes, tools, and practices
  4. Prepare and submit to the HR Director Field HR components of the monthly and quarterly reports
  5. Willingness to adjust work schedule to suit the needs of the FHR responsibilities. This may include working flexible hours and providing support to other roles when required (pre-departure training, MSFK events, evening teleconferences with OCs)
  6. Follow up the execution of FHR budget in accordance with the plan of action
  7. Undertake such other activities as may be required and approved by HR Director

 

[QUALIFICATIONS AND JOB REQUIREMENTS]

Essential skills and experience

  • Commitment to MSF principles and extensive knowleage of MSF
  • Overall 5 years of relevent HR experience and minimum 2 years of MSF Experience in field and / or Field HR ‘Pool Management’ and / similar role in another Non-for-profit organisation
  • Strong knowledge of MSF HR policies and procedures (IRP2, IRFFG, international contract etc.)
  • Ability to understand and interpret MSF operational needs and objectives
  • Knowledge and/or experience in HR management and field recruitment in MSF
  • Knowledge of travel arrangement (visa, flight arrangement, insurance)
  • Strong written and oral communication skills
  • Ability to network and establish productive working relationships in MSF movements
  • Able to work independently and within a team
  • Ability to multi-task in a fast paced moderately pressured environment
  • Strong time management and administration skills
  • Effective computer Skills (Word, Excel, Power Point, Access)
  • Available to travel domestically and overseas
  • Fluent in English (written and verbal)
  • Positive can-do attitude

 

Desirable skills and experience

  • Working experience in Asia Pacific and other regions
  • Korean and/or English language skills
  • MSF field experience at a coordination level
