Job Description

The UNFPA Junior Professional Officer (JPO) Programme is intended to provide on-the-job training for young professionals who wish to obtain practical experience in development assistance.  It gives them an opportunity to acquire professional knowledge in population projects in a developing country. UNFPA Objectives

The United Nations Population Fund (UNFPA) promotes the right of every woman, man and child to enjoy a life of health and equal opportunity. UNFPA supports programme countries, through its Country Offices, in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV, and every girl and woman is treated with dignity and respect. 

UNFPA makes critical contributions to promoting the broader gender equality agenda at global, regional and country levels using ICPD as the entry point.  ICPD provides UNFPA with a particular responsibility for some specific aspects of gender equality and given the Fund’s expertise in this area in a number of countries, and within the context of the United Nations system collaboration and partnerships, UNFPA will continue making a significant contribution to furthering the human rights of women and girls, with specific focus on sexual and reproductive health and rights, within the areas of its comparative advantages and in response to country priorities and specificities and in line with the Sustainable Development Agenda.

Learning Elements:         

Upon completion of the two-year assignment, the JPO will be able to: 

  • Appraise and prepare projects integrating gender and human rights in development programming;  
  • Provide analytical knowledge and develop assessment reports on the subject of gender equality and human rights;
  • Develop training and public information tools on integrating ender and human rights in development.

Training:

  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide 
  • Orientation Programme and other training and learning opportunities provided by UNFPA

Supervision:

The Coordinator reports directly to the Gender Advisor, of the Gender and Human Rights Branch, Technical Division. The coordination of the Programme will also be undertaken in close collaboration with the Human Rights Advisor within GHRB. The incumbent will coordinate the Programme, and provide technical advice to all aspects related to the Programme, including monitoring and evaluation, knowledge development and sharing, advocacy, financial and substantive monitoring and reporting.

Content and Methodology of Supervision:

  • Job-related guidance in a timely, constructive and appropriate manner is provided on a continuous basis.
  • The functions of all staff and what is required of the JPO and how this relates to the overall mandate of UNFPA will be explained.
  • All necessary information, rules, policies, equipment and other tools required will be provided. 
  • The JPO will have opportunities to use his/her skills and abilities fully and to contribute to the work of the office to the best of his/her abilities. 
  • Supervisors will take an overall interest in the JPO’s development and provide encouragement and advice on how the JPO can realize his/her potential.
  • There are systematic opportunities for and expectations that the JPO expresses his/her views on work-related matters.
Duties and Responsibilities

The Programme areas will include supporting:
  • The Power of Choice approach regarding women and girls’ bodily autonomy and decision-making for SRHR; 
  • Gender transformative approaches in UNFPA; 
  • Capacity building on social and gender norms change; 
  • Rights and gender transformative approaches in low fertility contexts; 
  • Integration of a gender equality lens in the youth aspirations study; 
  • UNFPA’s work on promoting positive masculinities; 
  • Social accountability at country level.
  1. Programme Management Support
  • Provide substantive guidance and technical support on issues of gender equality and women's human rights in the context of sexual and reproductive health and rights within UNFPA as well as outside;
  • Develop strategic and operational guidance in respect to the linkages between Human Rights and  Gender Equality; 
  • Coordinate the development and the implementation of the Programme at global, regional and country level;
  • Coordinate the development of a comprehensive and integrated capacity building strategy for Monitoring and Evaluation in close collaboration with the Gender Advisor;
  • Coordinate the utilization of programme indicators and indicator databases and update the database;
  • Make recommendations for improving the monitoring and evaluation practices at national, regional and global level.

       2.Capacity Development and Technical Support 

  • Build capacity of the Programme staff in Country Offices in the development of work plans, and adoption and use of results-based management, planning and reporting techniques and tools;
  • Provide technical support to the Country Offices’ focal point in the development of annual work plans to ensure the adequacy of analysis, activities, hierarchy of results, and  use of performance and impact measurement methods and indicators;
  • Prepare briefing notes and background materials to serve the information needs of senior managers, other UNFPA colleagues and relevant partners. 

       3. Knowledge management and Advocacy 

  • Manage communication activities related to the Programme, including updating and informing staff at HQ, regional and country levels on the Programme’s activities, knowledge products and results;
  • Coordinate and provide drafts for internal and external reporting processes;
  • Working directly with other Divisions as needed, including for drafting, synthesizing as well as analyzing annual reports as needed; 
  • Synthesize and document experiences and lessons learned in working with the Programme, including through direct communication with regional and country offices;
  • Initiate and manage knowledge production and publications processes related to the Programme;
  • Identify innovative ways to communicate, and disseminate newly created tools and resources to staff and relevant partners;
  • Contribute to resource mobilization for the Programme in collaboration with Resource Mobilization Branch. 

       4. Administration

  • Coordinate logistical, administrative and budgetary arrangements required for the organization of technical workshops, inter-agency meetings, panel discussions, roundtables, steering committee and other events organized by the Programme in collaboration with financial and administrative colleagues at HQ, RO and COs;
  • Monitor the financial and substantive progress of projects under the Programme ceiling;
  • Maintain and update data on the Programme as input to the Branch’s project database.

Education and work experience:
  • Advanced University Degree or equivalent in human rights, gender equality, gender-based violence, social development or other field directly related to the substantive area identified in the title of the post 
  • At least 2 years of relevant and paid work experience in gender equality and sexual and reproductive health and rights, and a human rights-based approach to programming. Prior experience in developing countries is an asset

Languages (required): Fluency in Korean and English. Applicants should submit a certificate to prove a minimum of (1) TOEFL iBT 100 or (2) TEPS 430 or (3) IELTS 7 or (4) TOEIC 900 * Note: TOEFL ‘MyBest Scores’ are not accepted, and test scores are valid for 2 years after the test date.

Age Requirement: Not older than 32 years of age as of 31 December, 2023 (born after 1 January, 1991). The maximum age limit for those who served in the military will be extended accordingly: 

  1. One year will be extended for those who served for less than one year;
  2. Two years will be extended for those who served for more than one year and less than two years; 
  3. Three years will be extended for those who served for two years or more. 

Military service: Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.
