The position is assigned in the Office of the Director General (BPOD) within the Budget, People, and Management Systems Department (BPMSD). BPMSD provides operational support to ADB on areas of position management, recruitment and selection, HR business partnering, HR operations administration including HR systems and analytics, reward management, talent management, learning and development, and ADB budget management. BPOD provides overall planning, coordination, and communications for BPMSD, as well as leads the department’s IT systems, data analytics, and reporting agenda. BPOD is also the primary interface to the President's Office and the Board of Directors.


Job Purpose
The (Senior) Institutional Coordination Specialist will provide advice/support on the full range of HR and budget management to support Heads of Departments (HODs) and Senior Directors of client departments/offices to optimize staff and budget resources. The incumbent will support the implementation of the new operating model through a variety of initiatives. Key tasks include but are not limited to: (i) strategic coordination of departmental staff resource to business priorities; (ii) optimization of departmental human and financial resources; and (iii) internal communication and rollout of various BPMSD-led initiatives across the institution. The incumbent will undertake these tasks by closely collaborating with other divisions within BPMSD as well as other departments such as Strategy, Policy and Partnerships Department (SPD) and the Transformation Office (TO). The incumbent will report to Advisor, BPOD and may supervise National and Administrative staff.


Responsibilities

• Supports the implementation of the new operating model by supporting staff transition to the new organizational structure and the adoption of new and/or updated policies, programs, and initiatives in the client departments.
• Supports the client departments (DGs and Management Team) in establishing project teams in close alignment with evolving operation priorities and workforce across the institution, especially ensuring collaboration between Sectors Group and Regional Departments.
• As departmental focal for strategic and operational aspects of human resources, supports the implementation of human resource initiatives, including recruitment, staff movement/out posting, promotion reviews, workload and workforce analysis, diversity and inclusion, staff learning, young professional program, secondment, short-term assignment, and case management in coordination with BPMSD.
• Acts as budget focal of client department i.e., manage budget (planning, allocation, monitoring, and reviewing, and reporting). It includes the preparation of annual budget requirements and coordinates with BPMSD on budget utilization and replenishment. Reviews and finalizes budget and staffing related write-ups for the Work Program and Budget Framework , Budget Review Committee , and other institutional level documents.
• Serves as the departmental focal in the review of existing field offices and/or establishment of new field offices and ensures coordination with resident missions in support of ADB’s decentralization efforts.
• Supports DGs in the implementation of BPMSD initiatives (e.g., Culture Transformation Initiative, Staff Engagement Surveys, Performance Management, Job Architecture, and Time Management System) and prepare communication materials for dissemination to staff and management team.
• Supervises and supports reporting staff, including their performance and development.
• Performs other related tasks as required and as reflected in the workplan.

Qualifications

Relevant Experience & Requirements
• Master’s degree, or equivalent, in Public/Business Administration, Human Resource Management, Economics, Finance or other relevant fields. University degree in related fields and at least 5 years specialized experience relevant to the position can be considered. At least 8 years of relevant professional experience.
• Knowledge and understanding of a multilateral institution’s operational and administrative procedures.
• Experience working on human resource management, budget, or communication.
• Experience in relationship management with senior management.
• Ability to effectively and collaboratively work with staff at all levels and in different locations.
• Excellent written and verbal communication skills in English.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
