Org. Setting and Reporting

This position is located in the Global Technical Team (GTT) in the Department for General Assembly and Conference Management (DGACM), Vienna. The incumbent reports to the gText Technical Team Lead (P-3).

Responsibilities

Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:

• Delivers projects involving feasibility studies, systems analysis, design, development and implementation of new, complex multilayer cloud hosted systems, and/or, participates as a senior member of a development team with responsibility for major components of the more complex systems.
• Develops detailed system and other functional specifications and user documentation for major systems including costs analysis and const optimization.
• Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
• Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
• Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
• Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
• Develops training materials, operating and user manuals; trains staff in assigned systems.
• Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
• Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
• Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
• Provides guidance tonew/junior staff, consultants, etc.
• May supervise team members, consultants, etc. and act as OiC during gText Technical Team Lead and gText Technical Team Lead assistant absence.
• Participates in technical reviews, load testing and system capacity planning related to onboarding of new SLA clients.
• Designs, plans and implements system architecture improvements in order to support existing and future SLA clients.
•Rotates on daytime, after-hours and weekend work shifts, as needed.
•Stays available for overtime and on-call assignments, depending on the needs of service.
•Facilitates delivery of gText and related language support services in order to ensure efficient processing of multilingual documentation;
•Provides support for gText users and related services and helps to expand and improve the effectiveness of these services;
•Assists the Computational Linguist in implementing the Division's workplan and overall Departmental policy related to gText services;

Competencies

• Professionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of big size and high complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

A minimum of five years of experience in planning, designing, developing, implementing, and maintaining of complex computer systems based on Microsoft technology stack is required.

A minimum of two years of experience in a production environment in designing, developing, optimizing, performance tuning and maintenance of cloud-based applications using ASP. NET and C# is required.

A minimum of two years of experience in a production environment with MVC and, TypeScript and JavaScript and, jQuery and Vue.js and Angular is required.

A minimum of five years of experience in a production environment with MS SQL Server and Object Relational Mapping (ORM) is required.

A minimum of one year of experience in a production environment with Elastic Search clusters configuration, deployment, capacity planning, troubleshooting and maintenance in direct integration with Microsoft technology stack applications is required.

A minimum of one year of experience in a production environment with Azure App Services and Azure Service Bus and Azure Functions is required.

A minimum of one year of experience in a production environment with XML and OpenXML is required.

A minimum of one year of experience in a production environment with SignalR is required.

A minimum of one year of experience in a production environment with integrations with 3rd party APIs is required.

Experience with Elastic Search Cloud or Azure Search is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
