This position is based in Manila and assigned to the Financial Institutions Division (PSFI) within the Private Sector Operations Department (PSOD). PSFI is responsible for deal identification and processing, up to signing and first disbursement, for the financing of nonsovereign banks and non-bank financial institutions in all ADB developing member countries. PSOD provides financing and investment support to private projects, corporations, financial institutions, and private equity funds throughout developing Asia and the Pacific. It advises, helps structure, and provides and catalyzes financing for privately held and state-sponsored entities across a wide range of sectors. Its emphasis is on commercially viable transactions that generate financial returns while also delivering on ADB's organization-wide mission to promote environmentally sustainable and inclusive economic growth. PSOD is looking for exceptional financiers with a banking and/or investment background and proven leadership ability, able to identify, structure and close innovative, developmentally and financially robust debt, equity and guarantee transactions and guide a team.

Job Purpose

The Principal Investment Specialist supports the origination, development, due diligence and processing of financial sector transactions through ADB Board approval and financial closure. The incumbent will report to the Director, PSFI. The incumbent will supervise national and administrative staff.

Responsibilities

a. Project Development and Processing

  • Identifies and develops a pipeline of financial sector projects;
  • Undertakes and manages the necessary due diligence, financial modeling, risk analysis and mitigation in the structuring of loans, equity investments, guarantees, B-loans or other forms of ADB assistance;
  • Integrates climate finance and disaster risk considerations into the identification and development of financial sector projects, ensuring alignment with the organization's goals to promote sustainable and resilient investments;
  • Lead the internal approvals process including interface with credit, safeguards, integrity, legal, and other teams as well as management and the Board;
  • With the support of internal and external counsel, ensures all deals with appropriate legal documentation is successfully concluded in line with approvals and that financial close (i.e., first disbursement) is achieved in a timely fashion; and
  • Lead the implementation and the hand-over of administration of projects, ensuring compliance with required guidelines, policies, and procedures as well as agreed covenants and reporting requirements up to financing effectiveness.

b. External Liaison

  • Develops and facilitates active relationships with commercial lenders and other financial partners in the region and beyond as well as with investors and governments.

c. Policy and Project Evaluation

  • Drafts or comments on projects, policy, and other papers related to private sector development and operations issues.

d. Knowledge Sharing

  • Participates in and contributes to internal and external training and conferences and other activities for advocacy, dissemination, and knowledge building; and
  • Maintains and shares knowledge of emerging best practices in area of expertise.

e. Strategy and Planning

  • Participates and supports country teams and missions for planning and programming purposes with focus on private sector operations for the identification of investment opportunities in assigned developing member countries.

f. Staff Supervision

  • Provides leadership and support to reporting staff;
  • Supervises the performance of reporting staff, provides clear direction and regular monitoring and feedback on performance; and
  • Ensures the ongoing learning and development of reporting staff

Qualifications

Relevant Experience & Requirements

  • Master's degree, or equivalent is preferred or University (e.g., bachelor's) degree relevant to assigned sector combined with specialized experience in similar organizations/s, may be considered in lieu of a master’s degree.
  • At least 12 years of relevant financial and emerging markets experience, including hands-on experience in analyzing credit risks, structuring, and executing loans and/or equity investments.
  • Good understanding of climate finance, disaster risk, and the role of financial institutions in promoting these areas.
  • Demonstrated track record of closing successful loan and/or equity transactions including in developing markets.
  • Strong analytical capabilities
  • Excellent client management skills
  • Ability to negotiate with existing shareholders, sponsors, co-lenders, and co-investors.
  • Ability to maintain productive relationships with institutional investors and other limited partners, sponsors, and financiers.
  • Excellent verbal and written communication skills in English.
  • International experience working in development in several countries

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
