JPO - SRI LANK PROGRAM

Sri Lanka is a member of GGGI, and through the GGGI Sri Lanka Country Planning Framework (CPF) lays out the priority strategic collaboration areas that are jointly identified by the Government of Sri Lanka and GGGI. This includes establishing energy-efficient and environmental-friendly transport systems, strengthening the sustainability and resilience of the tea industry, and mainstreaming sustainable financing tools.

The JPO will support GGGI Sri Lanka's e-mobility, tea industry sustainability strengthening, and sustainable finance initiatives.  The JPO will be collaborating with GGGI team members, the government, and private sector stakeholders. Key responsibilities include offering technical expertise and coordination support to scale up e-mobility program, which involves tasks such as assisting in  proposal preparation, maintaining effective communication with government counterparts and development partners. In relation to the tea sustainability strengthening efforts, the JPO will be responsible for coordinating activities with the government, private sector and other tea industry stakeholders and support documentation during consultations and workshop coordination. Additionally the JPO will contribute to the development of the sustainable finance instruments, proposal preparation, and facilitation of stakeholder consultations. The role also involves assisting in finalizing the thematic bond frameworks, executing a debt-for-nature swaps transaction, and providing capacity building and technical assistance for accessing the thematic bond market and financing climate change projects.

PURPOSE

The JPO will Support GGGI Sri Lanka in three priority thematic areas, that are of critical importance to the Government of Sri Lanka, and in line with the GGGI Sri Lanka Country Planning Framework (CPF). Supporting on GGGI’s work on e-mobility, tea industry sustainability strengthening and sustainable finance initiatives, offers a rich and diverse learning experience in Sri Lanka.  The successful candidate would have the opportunity to gain and enhance their technical knowledge and skills in a range of sustainability areas that are essential to achieve a green growth model in Sri Lanka.

ENGAGEMENT

• The Sustainability JPO will work closely with the GGGI Sri Lanka Country Representative, project teams, and and public-private stakeholders involved in the three projects. Key engagement responsibilities include:Coordinating with various government agencies and stakeholders to ensure effective integration of technical components in the E-Bus Pilot Proposal under GEF8 and other concept development as part of the preparations for scale up.
• Engaging with relevant government agencies and stakeholders, such as the Ministry of Transport and Highways, Sri Lanka Transport Board, and private sector transport groups to prepare additional funding proposals for bilateral donors.
• Support building capacity and engaging with the Ministry of Finance, Ministry of Environment, the Central Bank of Sri Lanka and other line ministries to develop the Thematic Bond framework and operationalize the frameworks.
• Collaborating with relevant stakeholders to identify potential private sector thematic bond issuer(s)
• Conducting scoping exercises for the development of a Debt for Nature Swap roadmap, mapping relevant players, and understanding Sri Lanka's external debt situation.
• Coordinate with the Ministry of Plantation Industries in the implementation of the tea sustainability strengthening project and support the engagement with other stakeholders in the tea industry.

DELIVERY

The JPO will be responsible for delivering the following outputs in support of the three projects:

• Assist in developing the anticipated Detailed Project Proposal (DPP) for the E-Bus Pilot under GEF8.
• Support the preparation and submission of the concept papers for bilateral donors.
• Assist in organizing and conducting Consultation and Validation Workshops for the GEF8 DPP.
• Support finalizing the Sovereign Thematic Bond framework for the Government of Sri Lanka.
• Assist in identifying potential private sector thematic bond issuer(s) and supporting credit enhancement.
• Contribute to the scoping exercise for the development of a Debt for Nature Swap Roadmap.
• Collaborate in developing knowledge-sharing products on thematic bonds, and debt for nature swaps drawing on best practices from other GGGI member countries.
• Support in the implementation of the tea industry sustainability strengthening project through coordination with the government counterpart and overseeing progress in the project deliverables and workshops.
• Explore new program and business opportunities with prospective donors as per Sri Lanka’s CPF and in agreement with the country team and initiate idea generation as necessary.

REQUIREMENTS

QUALIFICATIONS

• A master’s degree in a relevant area in sustainable development, social sciences, life sciences, public policy, and other relevant disciplines.
• Two years post-graduate work experience in relevant areas. The experience can include internships, volunteering, and unpaid assignments. The experience can be gained within a candidate’s country or outside.
• Demonstrates commitment and passion to green growth through their academic studies and paid/unpaid work experience.
• Excellent written and spoken English. The ability to speak a second language pertaining to GGGI’s member countries would be a plus.
• Must be a national of GGGI member countries [list of member countries]

FUNCTIONAL

• Demonstrates good communication and organizational skills and evidence of being an effective team player.
• Excellent MS Office application skills required and experience of using databases a definite advantage.
• The ability to undertake research, organize and analyze data and experience of report writing.
• Experience of living and/or working in multi-cultural contexts would be an advantage.
