Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 216 projects in 129 countries and has committed USD 12.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective
The Knowledge Management Specialist (hereafter, the Specialist) will be part of the Division of Country Programming (DCP). DCP serves as a gateway for engaging with the Green Climate Fund (GCF), including through the purpose-driven Readiness and Preparatory Support Programme (hereafter, the Readiness Programme), which encompasses important capacity building, programming, and project origination work with beneficiaries (national designated authorities/focal points) and partners (accredited entities). DCP delivers work that is the critical first step in the GCF project cycle, paving the way for efforts further along project design and implementation. To this end, it is of outmost importance to solicit and capture feedback of the beneficiaries and partners - and appropriately use this knowledge - to enable improvement and incorporation of best practices in the design and implementation of new GCF projects and programmes. The position is called to support institutional learning by distilling lessons learnt and best practices and supporting seamless incorporation of those for better results.  

The objective of the current position is twofold:

1. An Inward Function of Learning and Improving: The Specialist will ensure timely and accurate capture of valuable lessons learnt and feedback of the stakeholders on the implementation of the Readiness Programme. The Specialist will coordinate data validation, analyses, and reporting functions of DCP regional teams with respect to the DCP portfolio performance and results, as they feed into the DPM work, KMT, the evaluation teams (the Independent Evaluation Team), the Board and UNFCCC.  
2.  An Outward Function of Knowledge Sharing and Dissemination:   The Specialist will also undertake the development and dissemination of knowledge products, in collaboration with KMT in the Office of the Executive Director (OED), and the Communications Team within the Division of External Affairs (DEA). Knowledge products may include Standard Operating Procedures (SOPs), templates, sector guides, case studies, and portfolio analyses through collaborative efforts with various internal or affiliated GCF bodies and entities (i.e. Climate Investment Committee (CIC), independent Technical Advisory Panel (iTAP), Accreditation Panel (AP), and other climate finance institutions in coordination with the KMT and other relevant divisions.

Purpose

• Solicit, collate, manage, and disseminate data sets and knowledge products to internal and external audiences, in line with identified needs and requests. 
• Identify key knowledge and data sets to capture and monitor in order to attain the highest performance results by DCP and widely by GCF (inward learning).
• Capture lessons learned throughout DCP activities and its portfolio of projects, to enable most efficient and effective planning, programming, adaptive management, and corrective action (outward knowledge sharing).
• Identify trends, undertake analysis, and generate visualisation of data and knowledge to support decision processes at DCP (internally) and to enable optimisation of Readiness Programme efforts for better results (externally).
• Develop knowledge products integrating lessons learned from portfolio review to support closing the learning loop.

Engagement

• Work in close collaboration with DCP regional and accreditation teams on soliciting and capturing feedback from stakeholders and collating lessons learnt.
• Function as a focal point for DCP portfolio-level knowledge capture across the Secretariat.
• Support DCP-focused results management framework as well as wider Secretariat-led portfolio level evaluations, collaborating with the KMT and other divisions. 
• Corroborate with the KMT on developing and implementing common standards and tools for improved data quality and streamlined/integrated data flow across the GCF Secretariat and Independent Units for the portfolio of Readiness Programme and PPF. 
• Liaise with internal and external stakeholders to address DCP portfolio-related information requests, e.g. GCF Board, Conference of the Parties (COP), UN Agencies, OECD, Global Environmental Fund, and other key contributors.
• Engage with internal and external audiences by delivering webinars and trainings on Readiness Programme awareness raising, portfolio, as well as practices for knowledge capture and implementation of lessons learnt.

Delivery

• Coordinate capturing and storing of programme/project information, including results, lessons learnt, and success stories.
• Ensure improved accessibility and quality of data and knowledge at the DCP level.
• Introduce and maintain the culture of timely and accurate capture of lessons, feedback, and successes. Produce relevant internal manuals and guidelines. 
• Produce knowledge management products that will include Readiness Programme awareness raising campaign materials, informational briefs, case studies, SOPs, and other documents.
• Prepare portfolio briefings and documents for the Director and Deputry Director of DCP, Coordinator of Country Programming Strategy and Policy Products, and other divisions. 
• Lead the compilation of DCP portfolio-level analysis and reporting for GCF Board meetings, missions, conferences, and other events pertaining to the functioning of DCP.
• Identify priority knowledge products to capture lessons learnt and success stories early in the project life cycle and lead the implementation of the knowledge production work plan in DCP in collaboration with other members of the Results & Data Management (RDM) team and KMT.
• Conduct knowledge gap analyses of DCP portfolio and impact results from a data management and learning perspective.
•  Support a systematic results management approach by leveraging technologies and by using state-of-the-art data management methodologies. 
•  Fine-tune online data systems and portfolio management platforms, such as Fluxx, Portfolio Performance Management System, and Integrated Portfolio Performance Management System. 

Requirements (Education, experience, technical competencies required of the job)

• Strong competence in data analysis and organization backed by professional skills in standard software such as Excel, Word, PowerPoint, Outlook, and Access.
•  Strong competence and professional skills with data manipulation and visualization software such as Tableau. Experience with analysing and managing complex data is an advantage.
• Master’s degree in information science, economics, environmental sciences, business administration, statistics, communications or related field; or a Bachelor’s degree plus additional two years of qualifying experience may be accepted in lieu of the Master’s degree.
• A minimum of seven years of relevant work experience.
• Exposure to both the public and private sector and/or climate change portfolio management, preferably with experience in international organizations and/or multilateral development banks is an advantage.
• Excellent organizational skills and mature judgement.
• Strong analytical skills and ability to communicate critical insights and lessons learnt effectively. 
• Knowledge of GCF’s working modalities is an added advantage. 
• Proven track record in taking initiative, delivering results under pressure, working independently and dealing with ambiguity.
• Excellent people skills, including teamwork and coordination skills.
• Experience in establishing strong and positive working relationships with colleagues from different functions and cultures as well as external stakeholders. 
• Knowledge of another UN language would be an advantage.
