The Environment Directorate (ENV) supports governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and low-carbon green growth path. The ENV team is made up of environmental economists, analysts and scientists who collect data, develop indicators, review country performance, undertake cross-country analysis and provide policy recommendations.
ENV is looking for one or several experienced Research Officer(s)/Project Coordinator(s) to support the coordination and implementation of regional multi-year programmes within the newly formed Finance, Investment and Global Relations Division (ENV/FIG)[1]. The selected person(s) will work under the supervision of the relevant ENV/FIG Senior Programme Managers.
Main Responsibilities
Research, analysis and drafting
- Carry out quantitative and qualitative background data collection, research and analysis on environmental matters relevant to programme implementation. This will include drafting of analytical reports, policy briefs and brochures, country case studies, synthetic reports and meeting proceedings.
- In collaboration with programme implementing partners, help coordinate the preparation of country specific and regional reports.
- Research, help prepare and co-ordinate talking points, briefings and background papers to support the participation of senior OECD officials in meetings and events.
Project co-ordination
- Provide coordination support to the implementation of specific ENV/FIG programmes. This will involve the preparation, updating and ensuring high-quality documents, such as regional and country specific work plans, progress reports and briefing documents (for OECD corporate purposes and reporting to donors); and responding to ad hoc requests for relevant and up-to-date information.
- Provide support for the planning and implementation of high-level political and technical level meetings, including preparation and dissemination of agendas, speeches, talking points, summary decisions, summary records and any other documents.
- Ensure effective internal and external co-ordination between internal implementation teams across OECD Directorates, external Implementing Partners, national counterparts and other relevant partners, including donors.
- Contribute to the organisation of in person and online programme seminars, conferences and workshops (internal, national, regional and international) in collaboration with internal and external partners, relevant national/regional counterparts and other stakeholders. This will also involve organising participation of officials from the beneficiary countries to OECD meetings, tracking and reporting to management on participation, interventions and points of interest that require follow-up, drafting of newsletters to keep track of the programmes progress.
Communication and liaison
- Contribute to the development and implementation of the strategic communication and visibility plans for the programmes, including extracting substantive material from various project reports and drafting concise summaries.
- Contribute to the development of content to support communication of programme results and activities in close consultation with the ENV/FIG communication officer and central Directorate communications unit.
- Oversee the regional-level knowledge sharing and co-ordination with the Implementing Partners under the programme.
- In co-operation with the ENV/FIG Division and Communication staff, ensure maintenance of websites for the programme and project specific websites as relevant and contribute to the effective dissemination of policy conclusions, recommendations and other key results to all concerned constituencies.
Ideal Candidate Profile
- A university degree in international relations, public policy, economics, environmental economics, environmental sciences, environmental policy or a related field.
Professional Background
- Experience working in national, regional or international organisations, agencies, research institutions or other relevant organisations in the field of climate change, green growth, infrastructure development, regional connectivity, sustainable investment and finance;
- Experience working with green growth concepts and relevant linkages between economic and environmental policies;
- Knowledge of the economic and policy contexts of the countries or regions indicated would be an advantage (e.g. Central Asia, Southeast Asia);
- Proven ability to carry out research and draft (in English) clear, high quality, timely, relevant and accurate policy briefs and policy relevant analytical reports for a range of audiences that effectively communicate key messages relating to data and trends;
- Experience with the organisation of large events, workshops and conferences with a diverse range of participants.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages of relevance to the Programmes would be an asset (e.g. Russian, Indonesian, Thai).

Contract Duration
- Thirteen months fixed term appointment, with the possibility of renewal.

- Monthly base salary starting from 9 567.29 EUR, plus allowances based on eligibility, exempt of French income tax.

- Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen mid October 2023 and panel interviews are planned for November 2023.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
