The Directorate for Education and Skills (EDU) leads the Organisation’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The Directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.

Within the Directorate, the Policy Advice and Implementation Division (PAI), co-ordinates the provision of advice on education policy to OECD members and other countries, both collectively and individually, across all sectors of education. Outputs include both cross-country and country-specific analysis, and typically bring together quantitative and qualitative analysis to support the entire policy process from design through to successful implementation, including data development at the system level. 

EDU/PAI is looking for a Junior Economist/Policy Analyst to support its education policy advice and implementation support work with countries both within and beyond OECD. The selected candidate will contribute to the OECD’s Education for Inclusive Societies project.  The project is designed to respond to the increasing diversity that characterises education systems, and seeks to help governments and relevant stakeholders achieve more equitable and inclusive education systems as a pillar to create more inclusive societies. Responsibilities include conducting economic and policy analysis and research; assisting countries with the development and implementation of education policy; preparing reports and other publications; organising policy dialogue and peer learning activities; effectively communicating policy findings; and contributing to EDU’s and PAI’s overall work objectives.

The selected candidate will report to the respective Project Leader and the Head of the Policy Advice and Implementation Division.

Main Responsibilities

Analysis, data collection and drafting

• Identify relevant policy issues; review, synthesise and interpret available evidence; and analyse the policy implications. 
• Undertake analysis of national and international datasets (e.g. OECD datasets, labour force surveys, longitudinal surveys, administrative data) as well as other type of information (e.g. questionnaires, country policies and practices, and case studies).
• Develop policy advice and policy recommendations drawing on available evidence and taking account of country context, and where relevant, implementation aspects.
• Draft reports to present evidence, analysis and policy advice. These could include synthesis reports, country reviews, implementation support reviews, comparative reports, policy briefs, case studies, toolkits and working papers.
• Contribute to the organisation of policy dialogue and peer learning activities and the development of tools to assist countries with the design and implementation of their education policies.
• Contribute, as required, to horizontal and multidisciplinary projects and other outputs of EDU and the OECD.

Representation, liaison and dissemination

• Represent the OECD in relevant international and national settings, delivering presentations and disseminating OECD analysis through relevant channels, including events, webinars, articles, blogs, and other media. 
• Ensure effective working relationships with country representatives, agencies and stakeholder groups.

Coordination

• Contribute in identifying and recruiting experts for particular tasks to be commissioned externally.
• Supervise consultants and interns while monitoring progress and providing guidance and advice where required.
• Contribute to the organisation of seminars, webinars, conferences and workshops, in collaboration with member countries.

Ideal Candidate Profile

Academic Background

• An advanced university degree in economics, education, public policy, social sciences, or a similar discipline, preferably with a quantitative specialisation.

Professional Background

• At least two years of applied research and policy analysis in economic or public policy acquired in an international organisation, national administration, university or research institution.
• Demonstrated ability to collect, analyse and interpret quantitative and qualitative information; identify the strengths and weaknesses of policies and practices; and propose workable improvements or alternatives. Previous research experience working with microdata, large administrative datasets or surveys such as PISA, PIAAC or TALIS would be an asset.
• Knowledge of education policy issues and substantial expertise in one or more key areas of education policy in a cross-national context. In-depth knowledge of policy issues relevant to equity and inclusion in and through education would be an asset.
• Familiarity with project organisation in research and/or policy contexts.
• Experience with the organisation of meetings, workshops and conferences.
• Experience with stakeholder engagement, including the organisation of consultations, and the facilitation of seminars.

Tools

• Proficiency with standard MS Office software.
• Excellent command of Stata and/or R (or similar statistical tools).

Communication and Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. Knowledge of other languages would be an asset.
• Effective written communication skills, including the ability to organise and present complex material clearly and simply for both specialised and non-specialised audiences.
• Strong interpersonal and communication skills, including the ability to make public presentations and to work collegiately in a team environment.

Core Competencies

Contract Duration
