Org. Setting and Reporting

This position is in the Law Enforcement Solutions Team in the Software Products for Member States Unit (SPMS), Digital Transformation and Solutions (DTS), Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV)/ United Nations Office on Drugs and Crime (UNODC), in Vienna (Austria). The incumbent will work under the direct supervision of the Project Coordinator (Information Systems, GoCase) and under the overall guidance of the Chief, Software Products for Member States (SPMS).

The Software Products for Member States Unit (SPMS) develops a suite of innovative software deployed at close to a hundred Member States to operationalize UNODC's mandates in countering corruption, controlling illicit drugs, and fighting financial and organized crime. The portfolio of applications provides actionable intelligence through analysis, case management, artificial intelligence, and dissemination to Law Enforcement Agencies for combatting financial crime, money laundering and terrorist financing. The suite of solutions is deployed at many Member States and produces a tangible impact in investigations and convictions.

Responsibilities

Within assigned authority, the incumbent will participate in the development, implementation, and support of sustainable and affordable IT web-based solutions to be deployed in key government institutions of Member States including anti-corruption and law enforcement agencies. The Associate Computer Information Systems Officer will be responsible for the following specific duties:

• Assist in researching, designing, implementing, and maintaining web-based applications, web services and desktop applications using Microsoft .NET technologies (ASP.NET, MVC, Windows Forms) in addition to other technologies such as: HTML, JavaScript/TypeScript, AngularJS/Angular.
• Provide support in identifying areas for modification in existing applications and develop these modifications. Upgrade legacy web applications from AngularJS to Angular as well as from .NET Framework to .NET 6.
• Contribute to the development, implementation, and optimization of stored procedures and functions using T-SQL.
• Contribute to the development of quality assurance procedures for existing and new applications.
• Prepare technical and user documentation for deployed computer application systems, as well as training materials, and conduct technical presentations using UNODC standard tools: MS Teams, Visio, and MS Office products.
• Provide first and second level support for Application systems deployed in Member States.
• Participate in the deployment of Applications as well as the training of users to Member States.
• Analyse statistics or other data to determine the level of customer service provided.
• Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Perform any other work-related tasks, as required.

Competencies

•Professionalism: Has knowledge of systems design, and development, management, implementation, and maintenance of information systems. Has in-depth knowledge of Microsoft .NET/C#. Has good knowledge of SQL and of Microsoft SQL Server and Microsoft IIS and the ability to design and maintain relational databases. Is able to develop and manage centralized or decentralized institutional systems. Has conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyse and evaluate critical systems matters. Has good knowledge of a range of computer languages and development paradigms, has knowledge of organization's information infrastructure and IT strategy as it relates to user area(s). Has ability to analyse and interpret data in support of decision-making and convey resulting information to management. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education

Advanced university degree (Master's degree or equivalent) in information systems, computer science, mathematics, statistics, or related field is required.

A first-level university degree in combination with minimum of four additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

 

Work Experience

A minimum of two years of progressively responsible professional experience in IT Software Projects management/delivery and software programming OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience working in .Net associated technologies frameworks is desirable.

Experience working as a full stack developer is desirable.

Work experience within the United Nations system or similar international organization is desirable.

Experience in managing IT teams is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include a technical test and a competency-based interview.

Special Notice

This is an extra-budgetary post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
