Org. Setting and Reporting

The position is located in the HIV/AIDS Section (HAS), Drugs, Laboratory and Scientific Services Branch (DLSSB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The Associate Programme Officer reports to the Chief of the HIV/AIDS Section.

Responsibilities

Within assigned authority, the incumbent will be responsible for the following specific duties:

• Assist the HIV/AIDS Section in monitoring and evaluating the thematic areas covered by the HIV/AIDS mandate of UNODC.
• Provide support in coordinating the monitoring and reporting of UNODC’s performance towards implementing the United Nations Programme on HIV/AIDS (UNAIDS) Unified Budget, Results and Accountability Framework (UBRAF).
• Assist in coordinating the global HIV/AIDS results and accountability framework development, related indicators, baseline and target setting within UNODC.
• Contribute to the drafting of UNODC’s mandatory global reports on HIV/AIDS for the governing bodies (in particular, the Commission on Narcotic Drugs (CND), UNAIDS PCB, the Economic and Social Council (ECOSOC) and the General Assembly (GA)), UNODC’s reports for UNAIDS Unified Budget, Results and Accountability Framework (UBRAF), and other reports, as required.
• Draft and consolidate technical input for the development of programme/grant proposals.
• Contribute to determining the technical soundness and appropriateness of programme/grant proposals in the context of HIV/AIDS monitoring and evaluation.
• As member of a team act as the thematic focal point on Law Enforcement and HIV prevention, treatment and care among people who use drugs and in prison settings for UNODC HIV/AIDS Section.
• Coordinate the delivery of capacity building activities at the global/regional/national level to the relevant stakeholders to ensure human rights, public health, and evidence-based policing approaches.
• Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Perform other work-related duties as may be required.

Competencies

Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to drug, crime and health related issues. Has demonstrated ability to provide effective support in development assistance issues in particular as it relates to people who use drugs and prisons and HIV/AIDS. Has good knowledge of the United Nations joint programme on AIDS. Has ability to ensure adequate preparation of reports or rationale with respect to key technical assistance decisions. Is able to identify issues, analyze and participate in the resolution of issues/problems. Is able to apply good judgment in the context of assignments given, plan own work and manage conflicting priorities. Is able to deliver outputs in line with agreed schedules, budgets and quality standards in line with prevailing rules, regulations and procedures. Has very good communication skills to liaise, negotiate and advocate with key stakeholders. Has ability to analyze and interpret data in support of decision-making and convey resulting information to management. Has proven ability to write reports and to review and conduct presentations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

An advanced university degree (Master’s degree or equivalent) in public health, social science or in any other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

 

Work Experience

A minimum of two years of progressively responsible professional experience in the development, implementation and evaluation of programmes/projects preferably in the area of HIV prevention, treatment and care programmes among the key populations OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience in writing technical reports and reviews in the field of HIV/AIDS prevention and conducting presentations is desirable.

Work experience in the area of Law Enforcement and HIV prevention, treatment and care, is desirable.

Work experience within the United Nations system or similar international organizations is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of other United Nations official languages is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
