Org. Setting and Reporting

This position is located in the Office of the Assistant Secretary- General for the Middle East, Asia and the Pacific in the shared structure of the Department of Political and Peacebuilding Affairs and the Department of Peace Operations (DPPA-DPO), at UN Headquarters in New York. The Political Affairs Officer reports to the Assistant Secretary-General (ASG) through the Senior Political Affairs Officer/Special Assistant.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:
• Analyses, reviews and monitors operational, political and related developments and associated correspondence in area of responsibility; assesses trends which might affect the political situation and the political impact of intra-regional issues such as refugees, climate change, health issues and natural resources; recommends solutions/possible action by United Nations.
• Analyses political and related events within assigned area with a view to provide early warning advice to ASG.
• Prepares substantive documents, analytical reports, statements, for the ASG and other senior UN officials.
• Acts as focal point for collection and analyses of information on political issues of assignment.
• Contributes to results-based management strategies and develops appropriate performance indicators and measures;
• Meets regularly with regional teams and staff, to discuss and review activities in area of responsibility, as appropriate.
• Provides recommendations to the ASG on cross-cutting policy, managerial and operational issues as appropriate.
• Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.
• Participates on behalf of the regional pillar in working groups and task forces on cross-cutting, substantive, and managerial issues as appropriate.
• Responds to and updates recommendations of internal/external oversight bodies.
• Performs other related duties as required.

Planning and organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

A minimum of seven years of progressively responsible experience in political science and conflict resolution work at the international level is required.

Experience working on political issues in the Middle East region is required.

Experience in the field at the international level is required.

Experience in conducting research and analysis, identifying issues, formulating options, and drawing conclusions is required.

Experience working on or in peacekeeping missions is required.

Experience working on or in special political missions is required.

Experience in advising and providing support to senior officials is required.

Experience within the UN system is desirable.

Experience in the planning and preparation of budgets in the UN system is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
