Org. Setting and Reporting

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. The position is in the Programme Development Branch of the Global Solutions Division of UN-Habitat.

The Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

The Programme Development Branch (PDC) is responsible for the overall coordination of programme development. It brings together normative and operational expertise supporting high-quality integrated programmes that maximize results across the outcomes and the domains of change in the Strategic Plan. It builds on concrete demands of national and local governments, strengthening the capacity of government and urban stakeholders at all levels to address the social, economic, environmental and crisis dimensions of sustainable urbanization. The Branch also focuses on supporting global programme development to strengthen normative capacity and knowledge generation to increase impact and influence, through strategic partnerships.

The Programme Officer reports to the Chief of Branch and works in flexible teams aligned with the sub-programmes of the Strategic Plan and with other priorities set out in the workplan.

The focus of the position is supporting the Chief of Branch in the implementation of key priorities at Branch level and monitoring progress.

Responsibilities

Within delegated authority, the Associate Programme Officer will be responsible for the following duties:
• Works with key clients to facilitate the development and implementation of assigned programmes/projects, monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
• Provides substantive support for policy coordination and capacity development, including there view and analysis of emerging development issues and trends, participation in impact
evaluation or equivalent studies, and mapping of stakeholders in alignment with relevant areas of the Strategic Plan etc.
• Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Participates in survey initiatives; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
• Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
• Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
• Participates in field missions, including provision of substantive and administrative support, data collection, etc.
• Performs other duties as required.

Competencies

PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to the functional area in which the position is located. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in urban and regional planning, business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

 

Work Experience

A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required.

Experience in research and sound analysis related to programme/project development, and implementation, focusing on human settlements is desired.

1 year or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English language is required. Knowledge of French is desirable.


NOTE "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of equals a rating of' confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This is a project post. Appointment against this position is for an initial period of one year and may be subject to extension.
