Org. Setting and Reporting

The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

The overall objective of the UNEP's Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater, and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity.

The Division's mandate is to address the environmental causes and effects from an ecosystems approach, including consequences of disasters and conflicts. It helps countries develop policies and programmes to respond to ecosystems challenges, and reduce pollution from land-based activities, increase resilience to climate change and reflect linkages between poverty and environment in their development planning.

The UNEP-GEF International Water portfolio has a unique mandate that supports transboundary cooperation in shared marine and freshwater ecosystems. The GEF-IW projects and programmes underpinned by strong institutional and scientific networks and knowledge management platforms to demonstrate best practices in managing most aspects of the water cycle in transboundary river basins, lakes, aquifers, seas, and oceans. In addition, the projects and programmes aim to capitalize on UNEP’s normative work, support in advancing scientific understanding, and catalyzing regional and multi-country cooperation, including through the Regional Seas Programme as well as its innovative approaches and tools for the sustainable management of water resources and their ecosystems.

This post is located within the Marine and International Waters Unit, Ecosystems Division, at the Bangkok duty station.

Under the direct supervision of Chief, Marine and International Waters Unit and overall supervision of Head, Marine and Fresh Waters Branch, and within delegated authority, the Programme Management Officer will be responsible for the following duties:

Responsibilities

• Lead the development, implementation and evaluation of assigned programmes/projects; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiates corrective actions; liaise with relevant parties; ensure follow-up actions.
• Provide quality assurance and oversight on projects implementation and policy advise to partners including on UNEP and GEF programme direction in programme and projects development.
• Perform consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Research, analyze and present information gathered from diverse sources to be used as an input for the development of new projects and programmes.
• Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies on transboundary water resources and their ecosystem management.
• Strengthen partnership with governments, regional organizations, UN entities and other partners, coordinate and lead the design of projects and programmes that address national and regional priorities.
• Generate survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepares conclusions.
• Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, input to publications.
• Provide substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
• Initiate and coordinate outreach activities; conduct training workshops, seminars; make presentations on assigned topics/activities.
• Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepare related documents/reports (pledging, work programme, programme budget).
• Coordinate midterm review and terminal evaluation of projects and programmes.
• Provide policy and technical advice and support to executing partners, governments and other stakeholders on transboundary water resources and their ecosystem management and related initiatives.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Contribute to the Marine and Freshwaters Branch and Ecosystem Division’s overall objectives as well as to the achievements of UNEP MTS and PoW priorities through the alignment of projects and programmes.
• Perform other related duties as required.

Competencies

Education

Advanced university degree (Master’s degree or equivalent) in marine biology, hydrology, environmental science, natural resources management, business administration, management, environmental economics or a related field is required.

A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

 

Work Experience

A minimum of seven (7) years of progressively responsible experience in project or programme management, administration or related area including at least three (3) years at the international level is required.

Work experience within the UN system or similar other international organisations is required.

Work experience in programmes or projects management in developing countries in the fields related to transboundary waters, marine and ocean is required.

Demonstrated successful experience in large-scale project design, management, supervision, monitoring, and evaluation is desirable.

Demonstrated experience of working with different climate and environment funds such as GEF, GCF in a multicounty context is desirable.

Working experience in the Asia and the Pacific region is desirable.

Two (2) years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of another UN official language is desired.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment against this position is for an initial period of one (1) year and may be subject to extension.
