The position is assigned in the Strategy Policy and Business Process Division (SPBP) within the Strategy, Policy, and Partnerships Department (SPD). SPD provides ADB with strategic planning perspectives and direction, ensures policy and operations coordination, develops policies and business processes for sovereign and nonsovereign operations, supports allocation and monitoring of the use of operational resources, manages the implementation of development results and effectiveness, and establishes and manages strategic partnerships with official and other concessional partners. SPBP leads institution-wide strategy, policy and business processes development, including review of lending modalities for sovereign operations.

Job Purpose
The Planning and Policy Specialist supports corporate strategy and policy development, coordination, and dissemination; and foster alignment of operations with ADB’s medium to long term directions and strategies. To fulfill these responsibilities, incumbent will (i) participate in the efforts to develop/implement strategic initiatives; (ii) carry out reviews and update the business processes in selected areas such as policy-based lending; and (iii) support and advise operation departments in ADB’s policies and business processes. S/he may be assigned to: (i) provide support to Management on institutional communications related to the corporate strategy and planning issues; (ii) lead preparation of briefing materials, knowledge products, and other dissemination materials; and (iii) contribute to the efforts for inter-agency coordination with multilateral development banks. S/he will work within a framework of broad policies, principles, and goals, working directly with clients.

The incumbent will report to Director, SPBP and may supervise National Staff and Administrative Staff.

Responsibilities

  • Contributes to the development, review, reform of ADB’s strategy, policies, business processes and procedures, including Operations Manual (OM) sections and Staff Instructions (SI) to ensure that they remain relevant and up to date.
  • Contributes to strategic planning and policy coordination including on integration of knowledge in ADB operations.
  • Provides operational support by clarifying issues and answering questions about specific directional documents and guidelines found in OM and associated SI, especially in policy-based lending.
  • Liaises with various departments and offices on implementation of business processes.
  • Takes a proactive role in supporting operation departments to ensure consistency with applicable operational policies and appropriate choice of modality.
  • Undertakes special initiatives assigned to SPD and participates in various committees, working groups, and task forces.
  • Provides support to Management and the Board of Directors on strategic planning issues, including preparation of briefing material, reports, and internal and external communication (as requested)
  • Acts as a resource person for internal training and external briefings on ADB strategies, policies, and procedures.
  • Fosters knowledge sharing and disseminates relevant information, findings, and lessons on operations policies, business processes, and strategic initiatives.

Qualifications

Relevant Experience & Requirements

  • Master's Degree, or equivalent, in law, economics, finance, business, public administration or fields related to ADB’s operations; or University degree in law, economics, finance, business, public administration or fields related to ADB’s operations and at least 5 years specialized experience relevant to the position can be considered.
  • At least 8 years of relevant professional experience (including international experience working in several countries).
  • Good understanding of ADB or any similar multilateral development bank’s products and services. First-hand experience in an ADB regional department, especially in policy-based lending, would be an advantage.
  • Thorough knowledge of strategic objectives, priorities, and operational procedures of ADB or similar multilateral institutions.
  • Experience working with key developing member country stakeholders, including governments, private sector, civil society, and others, including organizing and implementing workshops and seminars.
  • Ability to share and utilize relevant knowledge to benefit the broader ADB community.
  • Strong analytical skills.
  • Ability to effectively operate as part of a team and to coach team members to develop their capabilities and potential.
  • Excellent oral and written communication skills in English.

General Considerations
The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
