Staff on probation are not eligible to apply. This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

If the successful candidate is an ADB staff member holding a regular appointment, his/her regular appointment will be converted to a special fixed-term appointment. A special fixed-term appointment will automatically and without prior notice expire at the end of the term.

The position is assigned in the Program Management Division (ITPM) within the Information Technology Department (ITD). ITD manages the information systems and technology services required for ADB’s operational activities and knowledge exchange in Headquarters and Field Offices.

ITPM oversees and provides resources to manage the portfolio of programs and projects to ensure successful implementation. All programs and projects are viewed at both a portfolio and individual level to help manage inter-dependencies, resource demands across ITD, minimize risks, and to set and monitor priorities. Program management operates across ITD to ensure that (i) priorities are defined and managed, (ii) programs and projects are delivered successfully in accordance with business needs and ITD technical standards, and (iii) resources are utilized as efficiently as possible.

Job Purpose

The IT Specialist (Project Procurement) will be responsible for all procurement activities for IT projects to ensure the success of a project or group of projects/program. Staff will ascertain that appropriate timing, resources, and sequencing of procurement efforts are applied to projects to establish deliverables within an agreed time frame and budget. Incumbent will also provide leadership and technical direction on procurement activities to the different project teams. He/she will work in close collaboration with ADB’s Procurement and Contracts Administration Unit (CSPC) and with other ITD Divisions. For this role, ADB is looking for a seasoned Project Manager having extensive experience implementing IT projects within scope, schedule and budget and having additionally been deeply involved in IT procurement activities covering RFI’s, preparation of SoW’s, assessment of bids and negotiation with vendors. The incumbent will report to Director, ITPM and will supervise National and Administrative Staff and contractor personnel as applicable.

Responsibilities

  • Oversees procurement-related activities for IT projects and programs and coordinates with concerned vendors and/or departments/offices in ADB.
  • Serves as the IT point of contact for all requests for project procurement and contract management.
  • Prepares and maintains templates for Requests for Information (RFI) and Statement of Work (SoW) in line with ADB project management framework and standards.
  • In close coordination with IT Project Teams and CSPC, oversees all pre-procurement activities for IT projects, such as, but not limited to: sourcing, identifying potential vendors (market scan), designing and managing RFIs, Requests for Procurement (RFPs), scoping and engagement for Proof of Concept (POC), seed money activities, and reviewing the SOW and evaluation criteria.
  • Participates in the review of RFI proposals and the assessment of bids received during Request for Proposal (RFP) process.
  • Provides inputs to all project teams during the business case development process.
  • Recommends and establishes an IT procurement/engagement approach, process, and procedure consistent with ADB policies, and IT project methodologies (e.g., outsourcing, turnkey, partnership/strategic vendor engagement, global vs local presence, etc.). Ensures that relevant procurement procedures and practices are followed by the different project teams.
  • Identifies project procurement risks, recommends appropriate mitigating actions, and manages the implementation of these actions to minimize or completely negate any impact. Assesses and reports on the risk level of vendors. Consults with other divisions and departments, as necessary.
  • Collects, consolidates, and communicates feedback on key vendors to stakeholders regarding performance, risk, and relationship management. Resolves project procurement-related issues or escalate these issues for resolution, as appropriate.
  • Establishes standards and procedures for evaluating products and services and participates or assists in the evaluation, as necessary.
  • Coordinates with other ITD Divisions in transitioning IT project contracts and vendors into IT operational procurement and contract management.
  • Manages end-to-end IT project implementation as may be assigned by the Director, ITPM.
  • Performs other duties as may be assigned and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

  • Master’s degree in Computer Science, Information Systems or relevant fields. An additional qualification in Procurement, Business Administration, Law will be an advantage. Alternatively, university degree in related fields combined with at least 5 years additional relevant professional experience in similar organization/s, may be considered in lieu of a Master’s degree. With industry-recognized Program and Project Management Certification such as MSP, PMP or Prince2.
  • Minimum 8 years of relevant experience in IT project/program management in an international or multilateral context, and with proven experience in being responsible for and taking accountability for the management diverse and multi-skilled teams (including team based offshore) for successful delivery of projects.
  • Direct experience in managing multi-million USD projects/programs, preferably from development if the business case through procurement, implementation and delivery, acceptance and transition to business as usual.
  • Experience in managing and taking responsibility and accountability in delivering large scale programs and projects end to end with multiple stakeholders.
  • At least 8 years experience in designing and running RFI’s, preparation of SoW’s, RFPs, assessment of bids and vendor negotiation regarding enlisting of vendor services (e.g. software configuration/development, cloud hosting, integration) for project implementation.
  • An awareness and experience of developing vendor Statements of Work to ensure clear deliverables to the quality required to meet the objectives of the project and the approved business case.
  • An awareness and understanding of contractual legal terms and conditions.
  • Substantial experience in procuring, renewing, negotiating, and managing contracts for implementation of IT projects.
  • Excellent negotiation skills when dealing with internal stakeholders and external vendors.
  • Experience in building relationships with multiple parties (internal and external) to ensure quality and timely deliverables are achieved even without direct control over those parties.
  • Experience in working with external suppliers and outsourcing support work to drive vendors to meet their deliverables to agreed quality and timelines.
  • Ability to apply accepted procurement management methodologies and to mentor and coach project managers, business analysts and other members of their project/program team.
  • Demonstrated proficiency in preparing and presenting project/program status to Executive (VP-level) Steering Committees and to multiple Heads of Department stakeholders within the Project/Program Steering Committee.
  • Proven ability in undertaking market research and deep dive due diligence into the market, vendors and systems using internal and external benchmarks to identify total cost of ownership.
  • Expert knowledge of software development methodologies.
  • Strong analytical skills.
  • Excellent interpersonal, relationship, and stakeholder management skills.
  • Excellent written and verbal communication skills in English

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
