The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.
 

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.
 

Since its establishment, the GCF has approved 173 projects in 99 countries and has committed USD 8.3 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular those who are most vulnerable to climate change impacts.

GCF's low emissions transport outcome area is built around the principles of "Avoid-Shift-Improve" for urban mobility and long-distance land transportation for meeting the goals of Paris Agreement. mitigation targets from transport low emissions urban transport and land-based long-haul transport.

Position description 

The Senior Transport Specialist, reporting to the Deputy Director, Mitigation of DMA, is responsible for the expansion and evolution of GCF's transport pipeline and management of portfolio, aligned with wider organization policies. 
Working closely with accredited entities, national designated authorities and other internal/external stakeholders, the Senior Transport Specialist leads on project origination for the pipeline, manages the review of the proposals, supports the improvement of the projects under review, and provides technical oversight of the portfolio of investments in low emissions and climate resilient Transport.

Duties and responsibilities

Purpose

• Provide thought leadership on low emissions transport and create a deeper understanding among partners and team members on investment priorities for meeting the GCF mandate;
• Lead the development of working papers, guidelines, and tools, and contribute to the development of strategy and policies related to this sector; and
• Promote innovative investment models in low emissions transport to address climate change mitigation and adaptation.

Engagement

• Advocate on low emissions transport planning, implementation approaches, and relevant technologies based on research, evidence, best practices and responding to needs of stakeholders;
• Advocate for the development of transformative projects and programmes for the sector that respond to the identified needs and priorities of countries; and
• Coordinate and negotiate with relevant external stakeholders as they access the Fund’s investment resources.

Delivery

• Lead the development and management of a high-quality pipeline of proposals for low emissions transport; 
• Lead the task teams for appraisal and assessment of concept notes and funding proposals by working closely with accredited entities and coordinate the interdivisional review; 
• Lead the development of lessons learned papers and contribute to knowledge management activities; and  
• Contribute to corporate and team activities, manage consultants, interns, and other GCF staff, as necessary

Required experience and qualifications*

• Masters' degree or higher in low emissions transport design and planning or a related field. A certificate or training in climate finance or investment will be an added advantage;
• 11 years or more experience in a lead role in project origination, development, evaluation and management and/or financing with specific emphasis on low emission and climate resilient transport;
• Substantive experience in developing and implementing low emissions and climate resilient transport investments in developing countries settings; 
• International experience in more than one geographic region is strongly preferred; 
• Relevant experience in climate finance operations and process management; and knowledge of the UNFCCC framework will be considered as added advantage; 
• Excellent interpersonal, communication and negotiation skills, with ability to interact with multiple internal/external stakeholders and at different levels; and
• Fluency in English with knowledge of Spanish, French, or another UN language is an advantage.
