The Officer provides professional technical, operational and administrative assistance throughout the programming process through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical programme information and learning organizational rules, regulations and procedures, to support the development and formulation of the Education and ECD programmes/projects. A strong focus of this position is on program reporting, information management and facilitating knowledge exchange between ECARO and UNICEF Country Offices (COs), including documentation of best practices, maintenance of a community of practice across the region and development of communication materials to support program growth.

How can you make a difference?

• Support to programme development, planning and reporting, including preparation of technical reports and inputs for education and ECD programme development; supporting education and ECD annual result-based planning; and the review of annual country reporting on programme implementation.
• Knowledge Management and Info exchange, including identifying, collecting and supporting documentation of good practices and lesson learnt from programme implementation; regularly updating and maintaining education and ECD Internet page and sharepoint to increase CO access to and use of systematized information/documentation on various areas of our programming; supporting external communication, including generating content and regularly updating education and ECD-related portions of UNICEF ECARO external website.
• Support to partnership building, including preparation of resource mobilization materials and briefs for fund raising and partnership development purposes; supporting the organization of regional education and ECD meetings with other UN agencies, EU, donors and international organizations, governments, programmes/projects and to prepare meeting notes and briefs.

To qualify as an advocate for every child you will have…

• A university degree in one of the following fields: education, anthropology, psychology, sociology, education, human development or another relevant technical field.
• A minimum of one year of professional experience in planning and management in education or early childhood development related areas is required.
• Experience in knowledge management, and communications work.
• Experience working in the Europe and Central Asia region is considered as an asset.
• Relevant experience in a UN system agency or organization is considered as an asset.
• Strong writing skills.
• Fluency in English with knowledge of Russian and French considered as an asset.
