UNICEF’s Public Partnerships Division (PPD) is responsible for managing the organization’s relations with public sector partners.
Purpose of the consultancy
The purpose of the Communications Consultant is to support the UNICEF Seoul Liaison Office with various advocacy and communication activities intended to strengthen UNICEF’s relationship with the Government of the Republic of Korea. There will be a big focus on prioritizing visibility initiatives that highlight the successes and impact of Korea’s partnership with UNICEF.
Deliverables and Responsibilities
Deliverable 1: Global health partnership (ACT-A)
(Output) 1) Maintain database for ACT-A visibility materials collected from 22 UNICEF country offices, 2) Update ACT-A progress spreadsheet managed by the Advocacy and Communication Specialist, 3) Create/Update ACT-A visibility offerings to the UNICEF & GoK partnership website, 4) Re-package ACT-A visibility materials by creating a final ACT-A video content at the Seoul-level, 5) Monitor country office digital platforms to collate visibility offerings, 6) Usage of digital analytics to monitor and evaluate the effectiveness of online ACT-A communication activities.

Deliverable 2: Climate partnership
(Output) 1) Maintain database for Climate visibility materials collected, 2) Update Climate progress spreadsheet managed by the Advocacy and Communication Specialist regularly, 3) Create/Update Climate visibility offerings to the UNICEF & government partnership website, 4) Re-package Climate visibility materials by creating a final Climate video content at the Seoul-level, 5) Monitor country office digital platforms to collate visibility offerings, 6) Usage of digital analytics to monitor and evaluate the effectiveness of online Climate communication activities.

Deliverable 3: UNICEF website portal management
(Output) 1) Re-package relevant stories by theme or by region and produce articles/stories, 2) Update content/layout on the dedicated visibility page and deliver the content for each feature/multipurpose page, 3) Provide support in double-checking all respective grants for 2023 and updating new contributions for 2024 on the Contributions and Impacts page/section of the partnership website.

Deliverable 4: Support organization of policy roundtables and senior high-level visits
(Output) 1) Korean Parliamentarian Friends of UNICEF launch ceremony for the 22nd National Assembly, 2) Communications and logistical support to the 2024 Korea-Africa Summit, 3) Information research for briefing packages for senior high-level visits.

Deliverable 5: Supporting the office’s external communications functions
(Output) 1) Production of four newsletters: Q2-Q4 UNICEF Seoul Liaison Office Newsletter, Q2-Q4 DPRK Newsletter, 2) Support finalization of partnership brochure, 3) Weekly support on social media content creation, including identification of relevant topics at global and local level, 4) Monitor and evaluate the use and effectiveness of social media materials and share results and findings, 5) Regular monitoring of UNICEF country office websites for articles, press releases, photo essays dedicated to contributions from the Government of the Republic of Korea.

Deliverable 6: Analyze domestic and global policy trends
(Output) Produce summaries of these analyses on a quarterly basis.

(Output) Share compiled weekly press digests every Monday with the Advocacy and Communication Specialist.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
