The Governance Global Practice (GGP) brings together professionals in procurement, financial management, taxation, regulatory policy, transparency, digital governance, law and development, anticorruption and social accountability to develop innovative, integrated solutions to pernicious institutional problems. The GGP utilizes a problem-driven diagnostic approach, combining global comparative knowledge of reform successes and failures with keen understanding of the institutional challenges and opportunities of developing countries. The GGP engages on core and cross-cutting themes including Public Financial Management; Subnational/decentralization; State Owned Enterprises/Corporate Governance; Tax Administration; Fiduciary Assurance; Public Institutions; GOVTECH, Anticorruption, Open Government and Political Economy.

Public Administration Global Unit

The Public Administration Global Unit of the Governance Global Practice focuses on helping countries build capable, effective, accountable, transparent and inclusive institutions that deliver citizen-centric services, facilitate private-sector growth and build trust in Government. The Global Unit provides cutting edge knowledge on the following thematic areas: public administration reform, justice and rule of law, sub-national governance and decentralization, GovTech, anti-corruption, and coalition building for reforms; and provides operational support to our teams working in the regions. Each of these areas is organized as a global program led by a Program Manager.

The Global Public Administration Reform Program is the World Bank’s program of analytical and operational engagements, and global partnerships, on public administration reform. Public administration matters for the delivery of services, the provision of infrastructure, and the effectiveness of regulations. Public administrations also have an impact on fiscal sustainability and the competitiveness of the overall labor market given that the public sector is a large employer. Public administration reform entails:

• Improving the government policymaking process through better coordination institutions and the development of a whole-of-government approach;
• Increasing the capacity of the government’s internal machinery of organizations and personnel through reforms of government structures and systems for designing and implementing policies; and improving leadership and personnel management practices that influence the ability, motivation, and accountability of public sector workers;
• Ensuring that public sector employment and compensation incentivize performance, are fiscally sustainable and do not distort the overall labor market.

The Public Administration Reform Program is built around 4 main functions: knowledge and innovations; data and analytics; operational work; and convening and partnerships.

Job Duties and Responsibilities:

The candidate will work primarily on the Global Public Administration Reform Program and will report to the Practice Manager of the Global Public Administration Unit and will closely coordinate his/her work program with the Program Manager for the Public Administration Reform Global Program.  He/she will be responsible for:

• Co-leading, with the Program Manager, the unit’s work program on data and analytics for public administration reform, including developing, updating, and analyzing global datasets and country-specific diagnostic instruments, such as administrative datasets and surveys.
• Authoring or co-authoring key EFI publications (Insights, Notes, and Results), as well as policy guidance notes, good practice examples, toolkits and blogs on priority topics identified together with the Program Manager and Practice Manager.
• Supporting country teams in operational engagements on data-informed public administration reform (both lending and technical assistance) focusing on improving core government IT systems; improving center-of-government coordination and implementation mechanisms; functional reviews supporting the alignment of government structures and more efficient use of resources; wage bill diagnostics; data-informed human resource management; and efforts to improve government capacity and enhance service delivery through reforms that focus on leadership, and organizational and human resource management.
• Supporting the Unit’s efforts to develop a broad constituency to support reforms, including through the mobilization and engagement with Global Partners, organizing thematic fora, and other organizing learning events.

Selection Criteria

• Minimum of master’s degree with an emphasis on public administration, public policy, political science, economics, or a relevant discipline - and a minimum of 5 years of relevant experience.
• Excellent data analytics skills, in particular expertise in analyzing large microdata sets (administrative data and household data) using statistical packages.
• Experience on supporting public administration reform in several WB client countries through analytical and operational engagements. Experience in fragile- and conflict-affected situations would be an advantage.
• Demonstrated ability to translate academic knowledge into operationalizable insight, and, conversely, in harvesting operational-level learning into policy-level learning products.
• Excellent writing skills with demonstrated ability to lead and author evidence-based policy reports.
