Lead, Circular Economy Community Of Practice and Trust Fund Coordinator

 

 

PURPOSE

The role of the COP Lead for Circular Economy (hereinafter referred to as “the Lead”) is to leverage knowledge and expertise on the subject, as well as the unique culture GGGI has built globally, and serve as an advisor on circular economy opportunities to our member and partner countries. The Lead is expected to originate innovative projects and initiatives, while providing technical support to in-country programs, and contribute to thought leadership and knowledge sharing, as well as to analyze best practices and lessons learned of in-country programs or potential member countries relating to circular economy, including waste management. The general role of this position is to work with GGGI in-country teams to originate and expand thematic programs/projects as well as other collaborative projects on sustainable circular economy. Within the role, it is also expected of this position to lead and manage the following:

  • Design and implement innovative approaches for scaling up of circular economy projects in a holistic manner.
  • Design and launch practical technical assistance (TA) initiatives of combining multilateral/bilateral financial instruments and private sector driven investments into a green development package,
  • Develop strategies for mobilizing green investments on resource-efficient and nature-conservative actions,
  • Analyze and prepare knowledge products and services on circular economy development, such as studies on sustainable circular economy policy and regulatory framework, design tools for waste-to-resource projects, and pipeline developments for waste-to-energy and resource recovery facilities,
  • Develop and operate research and business development (R&BD) initiatives promoting value-sharing partnerships between green-technology providers, investors, public entities, and governments for launching entrepreneurial pilot-testing and applying innovative green technologies for large-scale green development,
  • Lead the implementation of the circular economy projects, including the full project management cycle including, but not limited to, budget management, program design and development, staff planning and management, and project monitoring and evaluation.
  • Originate and develop spin-off opportunities of the circular economy projects,
  • Assess effectiveness of circular economy program activities and recommend improvements to meet key milestones for the program scoping and set-up,
  • Analyze Private Public Partnership (PPP)-driven pathways of sharing risk and green-reward, and lead consulting risk management approaches and PPP-facilitating policy/regulatory framework in collaboration with public and private stakeholders,
  • Plan and implement capacity development materials and programs,
  • Under the guidance of ADG, work with Senior Specialist for Financial Collaboration and Outreach for the evaluation, operation, and management of Korea Green New Deal Fund (hereinafter referred to as “KGNDF”), and
  • Conduct the periodical review of ongoing KGNDF projects and provide recommendations to address the project risk and possible mitigation measures.

ENGAGEMENT

  • The Lead shall identify and guide relevant projects and activities on circular economy with GGGI country operations while effectively communicating with other relevant staff to collaborate in translating thematic agenda into innovative service offerings and in-country initiatives.
  • The Lead shall originate knowledge sharing programs concerning circular economy to contribute towards the building of a knowledge sharing program.
  • The Lead will represent GGGI in national and international forums and other key meetings and events, as designated and appropriate to advocate for green growth, and build and maintain partnerships with governments, development agencies, leading research institutions, and the private sector working on circular economy.
  • As KGNDF coordinator, close coordination with in-house and external experts contribute towards building and strengthening of KGNDF portfolio.
  • Actively contribute towards delivery of annual KGNDF and common COP Key Performance Indicators (KPIs) and any additional COP work program in collaborations with COP Regional Lead or core members. This may include development and review of Project Information Notes (PINs), regional or global proposal, deliverables; documentation and publication of best practices; and resource mobilization.
  • Advocate for green growth and demonstrate GGGI's thought leadership by participating in internal / external events such as seminars, training sessions, knowledge sharing events on circular economy. 

DELIVERY

  • Formulate institutional partnerships between government, public sector entities, private sector stakeholders and civil society, and coordinate their integrated cooperation for green development in the PPP schemes,
  • Originate innovative projects and refining/expanding existing programs/projects to reflect country needs and corporate objectives.
  • Scope, identify, and plan innovative projects for country programs in circular economy through, but not limited to, consultation with government and public sector stakeholders, jointly with country teams.
  • Plan, lead, and develop applied/practical knowledge products and project outputs.
  • Conduct expert review on project outputs for quality control.
  • Conceptualize the development of innovative implementable products and solutions in circular economy including drafting substantive papers such as working papers, policy briefs, country case studies, and analytical papers on salient issues based on consultation with relevant stakeholders.
  • Mentor staff and build their capacity on regard to circular economy, relevant skill sets, and general project management.
  • Provide technical leadership to staff members/consultants and build capacity of internal staff and government officials where applicable.
  • Ensure safeguards, poverty reduction and social Inclusion to be included and to be mainstreamed in deliverables and outputs of projects.
  • Support the front office of ADG-IPSD in the overall management of the circular economy program and KGNDF functions.
  • Ensure successful completion of the project deliverables detailed in the Project Agreements and ensuring proper tracking of KGNDF project portfolio performance.
  • Provide “technical oversight” to multi-country programs or projects supported by earmarked programmatic funding to ensure quality, coherence, and delivery.
  • Identify, nurture, and develop a community of experts in country teams, and assist ADG-IPSD in collaborating with COP Regional Leads for Circular Economy.
  • Organize and participate in KGNDF and COP meetings together with COP Regional Leads, and others for the periodic reporting on the performance of the KGNDF and COP to and consultation with ADG-IPSD.

REQUIREMENTS:

QUALIFICATIONS

  • An advanced degree (Master's or higher degrees) relevant to green growth policies, circular economy or waste management is a requirement, in details, Environmental Engineering, Civil Engineering, Project Management, Industrial Ecology, Waste Management, or a comparable relevant field.
  • Preferably 8 years of relevant project management experience at senior levels (e.g., leading actual project development and implementation), ideally across some of the regions and including project design and development, and participatory planning.
  • Working experience with the project management as Project Manager or Team Leader, is an advantage. 
  • The candidate needs to demonstrate previous work in similar project (multi-year, multi sector, complex operations, etc.) funded by international donors or government stakeholders.
  • Good knowledge in monitoring and evaluation systems within a performance-based management context.
  • Must be fluent in English - speaking, reading, and writing.

One of programmatic areas for GGGI to pursue is circular economy including waste management (hereinafter referred to as “circular economy”). GGGI will explore the demands from member and partner countries and provide tailor-made support to develop needful circular economy projects.

CONTEXT

The year 2021 marks the first year of the Global Green Growth Institute (GGGI)’s new Strategy 2030, which sets out GGGI’s vision and strategy to build on its success to date to support its member countries in transforming their economies towards a green growth model and achieve their SDG targets and NDC commitments to the Paris Agreement. Over the coming decade, GGGI targets to increase cumulative green and climate finance commitments mobilized for its members, from $2 billion today to $16 billion, and to support them to reduce GHG emissions by an estimated one million gigaton of CO2e, generate two million green jobs, provide sustainable services to 100 million people, save 0.5 million of hectares of forests and support 8 million people to cope with climate change.

The Investment and Policy Solutions Division (IPSD) has a critical role in achieving the organizational target through Global Practice (GP), Community of Practice (COP), and Thought Leadership (TL).  IPSD Assistant Director General (ADG) office is looking to strengthen IPSD operations through greater synergy and coordination within IPSD and with country teams to deliver on organizational strategy 2030.

GGGI supports countries and counterparts to take an integrated approach to solving major issues through a combination of finance, policy, and knowledge sharing. The role of this position is to advocate for such an approach through innovative projects/programs that influence a new way of thinking on sustainable circular economy and green growth.
