This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

The position is assigned in the Office of the Director General (SEOD) within the Southeast Asia Department (SERD). The department covers operations in Brunei Darussalam, Cambodia, Indonesia, the Lao People's Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Timor Leste, Thailand, and Viet Nam. SEOD provides overall support to the SERD management in terms of programming, portfolio management, results monitoring, and implementation of ADB’s long-term strategic framework to deliver projects that create economic and development impact in the region. The SERD Green Finance Hub (GFH-SEOD) is a unit in SEOD with a role to support sovereign, PPP advisory, and nonsovereign operations in the region, focusing on accelerating climate finance and deploying innovative finance approaches.

Job Purpose

The Financing Partnerships Specialist will lead certain activities of the SERD Green Finance Hub (GFH)—in its core function of implementing the ASEAN Catalytic Green Finance Facility (ACGF)—related to engagement with financing partners and managing partner funds. The incumbent of the position is expected to support the GFH Unit in management of trust funds and cofinancing sources; work closely with SERD sector and country teams; represent ADB internal and external events; and coordinate with other ADB departments including Sustainable Development and Climate Change Department (SDCC), Private Sector Operations Department (PSOD), Office of the Public-Private Partnership (OPPP), Strategy, Policy, and Partnerships Department (SPD), Treasury Department (TD), and Office of the General Counsel (OGC). The incumbent will report to Advisor, SERD and will supervise National and Administrative Staff.

Responsibilities

• Develops and maintains a financing partnership plan and manages a strategic dialogue with financing partners, for fund implementation and mobilization, within the overall ACGF partnership framework established by ADB.
• Works with ADB operations teams in Southeast Asia to provide expert knowledge on ACGF partners objectives and desired roles in cofinancing with ADB, and on ACGF-related trust fund objectives, eligibility criteria, and procedures.
• Oversees management of ACGF trust funds, including fund allocations and commitments, disbursements from partners, monitoring and reporting.
• Actively advises and participates in project processing and administration missions for green and climate projects supported with ACGF resources, particularly for complex cofinancing transactions or projects.
• Reviews and comments on project documents to ensure ACGF and partner cofinancing has been explored and appropriately reflected.
• Works with the GFH team to create and sustain a robust project pipeline for ACGF in consultation with operations teams and ensures visibility of each donor.
• Drafts and negotiates relevant co financing and trust fund agreements related to ACGF and liaises with financing partners and ADB’s internal parties to ensure that each final product is a mutually acceptable document.
• Administers ADB’s grant and trust fund agreements or concessional loan agreements.
• Supervise multidisciplinary teams of staff and/or consultants.
• Performs other duties as may be assigned and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

• Master’s degree or equivalent in international development, economics, finance, or related fields; or University degree in international development, economics, finance, or related fields and at least 5 years specialized experience relevant to the position can be considered.
• At least 8 years of relevant work experience in development finance, with a focus on infrastructure and green and/or climate finance.
• Experience working with multilateral development agencies is required, and previous experience with climate finance from development partners and / or climate-related trust funds is preferred.
• International experience working in several countries, preferably across developing and developed sectors/countries.
• Knowledge of multilateral development agencies processes, departments and products is preferred.
• Strong oral and written communications skills in English.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
