Senior Analyst, Adaptation and Resilience, Policy Solutions
POSITION SUMMARY
The Senior Analyst will support the consolidation, expansion, and scaling of the organization’s work across adaptation and resilience workstreams with specific focus on Nature based Solutions (for adaptation and mitigation projects). The candidate will also support the AFOLU Community of Practice (Agriculture Forestry and Other Land Use), supporting adaptation and mitigation workstreams related to these areas. The chosen person will also support policy, project development, and contribute to overall adaptation and resilience field-building for GGGI. More specifically, this will include: bankable project development, support for adaptation and resilience and AFOLU planning activities undertaken by country teams (NDC, NAP, LEDs etc) adaptation and resilience knowledge product development, partnership development and support to the implementation of a clear GGGI strategy and value-add in the area of climate change adaptation. This position is being put forward in the context of requests by GGGI’s members, as well as requests received by donors (such as the GCF) to increase activity in the area of climate change adaptation; finally, it is being created due to the increased demand for adaptation and NbS support from GGGI country teams across GCF NAP/readiness and other investment project development support. This role will be undertaken under the supervision of the Senior Officer, Adaptation and Resilience, and Head of the CAID Unit.
INTRODUCTION
Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
As of 1 January 2021, the Investment and Policy Solutions Division (IPSD) is refocused within GGGI as a group of “Global Practices” and “Communities of Practices” aligned with the GGGI’s Strategy 2030 Framework and related Programmatic Solutions and Global Operational Priorities (GOPs) of Green Investments (GOP 1), Climate Action (GOP 2) and Poverty Eradication and Gender Equality (GOP 5). GGPI is the primary operational division made up of regional units. IPSD plays a cross-cutting role primarily managing the programmatic Communities of Practice (CoP) and the Global Practices (GPs) which will lead the strategic development in key areas of GGGI engagement.
- A Global Practice offers cross-cutting services on key areas of GGGI engagement, aligning with the Global Operational Priorities of Green Investments, Climate Action and Poverty Eradication and Gender Equality. As such, the GPs are custodians of corporate KPIs in relation to the Global Operational Priorities 1, 2 and 5 and will be responsible for the strategic development and the global results narrative in their engagement areas. The GPs are headed by a manager with a specialized team offering services to all member and partner countries including delivery of capacity building and awareness raising, PIN review and quality assurance, resource mobilization, analytical work, knowledge sharing, as well as global representation and business development. By nature, a Global Practice is also a Community of Practice.
- A Community of Practice is a web of thematic experts brought together to provide specialist advice, PIN review and quality assurance, technical guidance, knowledge sharing, analytical work as well as support to the development of strategic partnerships and relevant business development aligned with the Global Operational Priorities 3 and 4 – containing the theme focused Programmatic Solutions. The Programmatic Solutions CoPs consist of formal members with secondary reporting lines to a Lead and/or Co-lead. Other interested parties join the CoP on a voluntary basis.
PURPOSE
The Senior Analyst will work to support and advise partner countries in planning, designing, and implementing adaptation and resilience projects, including the creation of an enabling environment and formulating grant-based and bankable projects. In addition, the Senior Analyst is expected to support the knowledge outputs that are highly relevant to the given context (country, regional, or global) and support the implementation of policies and projects conducive to financing/investment, represent GGGI in relevant networks and platforms and generate visibility for the work of GGGI in the context of climate adaptation and resilience, low emission and climate resilience development strategies and sustainable finance policy development.
The Senior Analyst shall play a critical role in fostering collaboration among colleagues within GGGI, as well as government officials in developing countries to expand meaningful application and development of adaptation and resilience knowledge and tools. The Senior Analyst shall also support and leverage partnerships with development agencies/international organizations from the adaptation and resilience sector.
ENGAGEMENT
The Senior Analyst shall support relevant projects and activities in the areas linked to the Climate Action and Inclusive Development (CAID) Global Practice across GGGI country operations by, among others, engaging with in-house and external experts/organizations.
DELIVERY
The general roles and responsibilities of the Specialist include:
- Support the Senior Officer, Adaptation and Resilience, and other staff in the CAID team in the planning and execution of CAID related projects at the country and global levels
- Support the knowledge generation and dissemination around the global narrative of GGGI’s Adaptation and Resilience and AFOLU workstreams, including AFOLU and Adaptation “Communities of Practice”.
- Generate visibility for the adaptation and resilience and AFOLU elements of GGGI’s program through social media, GGGI website and external media;
- Engage in international networks related to green growth, particularly in the area of adaptation and resilience;
- Support the development and dissemination of flagship/core knowledge products in the the CAID thematic areas;
- Support the synthesis, codification, and dissemination of experiences gained through country activities and projects including through regional and global networks and country teams via the CAID Global Practice
- Assist in the provision of on-demand analytical and operational support including through in-country activities and national level capacity building activities
- Support the conceptualization and proposal writing of in-country projects by analyzing county contexts, evolving green growth needs and country program priorities.
- Perform data gathering, background research, and analysis on green growth and relevant sub-sectors of focus as needed;
- Support implementation of GGGI project cycles and support the coordination of all projects in the thematic portfolio with respect to their design, execution, and closure
- Facilitate effective communication and cooperation across thematic areas and with country teams to enhance GGGI's delivery and knowledge management/development
QUALIFICATIONS
- Education: An advanced university degree (Master's degree or equivalent) in water engineering, environmental economics, public policy, statistics or other disciplines related to green growth and sustainable development
- Work Experience: Minimum 5 years of relevant experience; with at least 2 years of international experience
- Experience in public policy or project management is an asset; direct experience in green growth/climate policy projects in developing countries will be a strong advantage
- Knowledge, experience, and understanding of GGGI’s focus areas
- Knowledge of global issues and initiatives in the area of climate change, green growth, sustainable development; green jobs are a plus
- Highly proficient in written and spoken English; other languages such as French or Spanish are an asset
