The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. Position Objective
The Sector Portfolio Analyst, reporting to the Senior Sector Specialist, will work as part of the Sector team in the Data, Results and Knowledge Mgt group in the Division of Portfolio Management (DPM). He/she will undertake research and deliver analyses as part of the review and assessment of Concept Notes and Funding Proposals (CNs/FPs). In collaboration with the Results and Data Management team (RDM) the analyst will coordinate the collection, processing and initial analysis of data and information regarding implementation of projects and programmes to facilitate analysis of the portfolio, by sector or by other parameters, generating lessons for improving efficiency, impact and cost-effectiveness.
The analyst will support the development/improvement of internal systems, tools and processes for transparent and consistent review and appraisal of CNs/FPs by the Sector team. These efforts are geared towards the improvement of the efficiency and effectiveness of the Quality Assurance and Quality Control functions of DPM.
Duties and responsibilities
Purpose
Under the guidance of Sector Specialists, support the review of FPs and CNs by:
Engagement
Collaborate with other GCF Divisions to support the development of internal tools and processes to improve effectiveness of monitoring and assessment of sector-related impact, risk and performance within GCF portfolio,
Liaise with RDM to support the efficient flow of data to the Sector team, to facilitate the Quality Assurance and Quality Control functions of DPM,
Assist in the development of knowledge products and sector-risk methodologies, in collaboration with other GCF Divisions and external partners as appropriate.
Delivery
Support the development of effective ‘learning loops’ within the project cycle by:
Required experience and qualifications*
Master’s Degree in economics, engineering, environmental sciences, finance, climate change or other related fields or a relevant Bachelor’s degree with an additional 2 years’ experience,
A Minimum of 4 years relevant experience (with Masters),
Basic knowledge of methodologies used for measuring climate impact, both mitigation and adaptation,
A minimum of three (3) years of relevant experience in project management cycle, preferably in developing countries and/or climate finance,
Demonstrated knowledge of good practice in monitoring and evaluation of development projects,
Excellent teamwork as well as a demonstrable ability to work independently in a dynamic environment,
Excellent oral and written communication skills,
Experience of research study design and implementation and data analysis,
Proficiency with data management programs, such as Excel and Tableau, is a must,
Fluency in English is essential and working knowledge of another UN language is an advantage.
*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. Selection among short-listed candidates will also take into account performance at interview, appropriate testing, and references.
